About this file

This is a Questions and Answers document dated September 30, 2026, addressing contractor inquiries regarding a trash rack modification project under the U.S. Army Corps of Engineers (USACE).

The project involves lifting and modifying trash rack sections at an intake structure using a mobile crane. Key technical specifications include a maximum horizontal operating radius of 14'-6" from the crane's center of rotation, with the crane positioned on the north work deck centered on Units 2 and 3, with outriggers placed over pier walls per Drawing MGR-OPN64E102. The lifting beam (8'-7.5" high) will connect directly to the crane load block, which must travel below the water surface to elevation 1687'. Minimum hook clearance of approximately 28' above the deck handrail (42" height) is required, and each trash rack section is approximately 15' high. The allowable deck loading is capped at 76,832 lbs gross weight (reference: previous Terex RT 555-1 crane), subject to USACE Structural Engineering approval. Outrigger mats are required only to span distances between outriggers and pier walls. The approximately 41,000-pound friction load must be considered during lifting, with contractors responsible for measuring actual loads to verify safe crane capacity. Work on Units 2 and 3 will be consecutive with no separate mobilizations. Expected work hours are 6:00 AM to 4:30 PM for six workdays per unit, though daylight conditions may require later start times. Performance is anticipated for May 2027 within the contract period ending June 30, 2027, with the Government unable to commit to specific dates due to weather dependency. Contractors must factor all labor costs, including potential overtime, into their firm-fixed price. Subcontracting approval requires submission of the proposed subcontractor's name and identifying information for conflict-of-interest checks, with no statutory self-performance minimums or limitations. Past-performance requirements apply to the offeror, not subcontractors, per FAR 52.212-2. If work extends beyond the proposed schedule, contractors may submit Requests for Equitable Adjustment for contract modification and cost compensation.

TRASH RACK MODIFICATION

QUESTIONS AND ANSWERS

September 30, 2026

ANSWERS

1. What is the maximum horizontal operating radius from the crane’s center of rotation to the centerline of the trash-rack lifting point?

Answer: The deck width between the intake wall and the handrail is 26 feet. The distance from the handrail to the lifting point of the trash rack is 3 feet. The maximum horizontal operating radius is 14’- 6”.

2. Is a site drawing available showing the proposed crane position, trash-rack slots and pick path?

Answer: See Drawing MGR-OPN64E102. Crane shall be set up on the deck centered on Units 2 and

3. Outriggers will need to be placed over pier walls.

3. What minimum hook height, boom length and hoist-line length should contractors use for crane selection?

Answer: For minimum hook height see lifting beam shop drawing 884-A. There are no overhead constraints. Each section of trash rack is approximately 15’ high. The Lifting beam is 8’-7.5” high.

Handrail is 42”. Minimum Vertical height required to clear handrail from top of deck is approximately 28’. Top elevation of bottom section of trash rack is 1687’.

4. What is the allowable deck loading and maximum permissible outrigger reaction on the north work deck?

Answer: For reference, the crane used when this same work was completed approximately 20 years ago was a Terex RT 555-1. The gross weight of this crane (including 14,200 lb counterweight) was 76,832 lbs. This should be considered an upper weight limit for the deck.

The crane proposed by the bidder will be evaluated by USACE Structural Engineering Section for approval and to confirm that allowable deck loading is not exceeded.

5. Are full outriggers permitted, and will outrigger mats or engineered load distribution be required?

Answer: Outrigger mats would only be required to span any unavoidable distance between an outrigger and pier wall.

6. Does the approximately 41,000-pound friction condition need to be supported at the maximum operating radius?

Answer: Friction needs to be considered during the lift. Loads are best estimates, and the contractor must measure the load during the lift to ensure the safe capacity of the crane is not exceeded.

7. Are the Unit 2 and Unit 3 work periods expected to be consecutive, or should contractors include two separate mobilizations?

Answer: Consecutive

8. What are the anticipated performance dates within the contract period ending June 30, 2027?

Answer: This will depend on weather so the Government cannot commit to a specific date at this time.

The best guess for when work might occur is May 2027. There is a small probability of it happening sooner if unseasonably warm conditions persist through fall/winter and if pre-work submittals are submitted for approval in a timely manner.

9. Are photographs or videos of the work deck, crane position and trash-rack slots available?

Answer: Photos Attached.

10. The PWS states that the crane shall be mobilized and positioned on the north work deck and ready to begin work at 7:00 AM Monday for each unit. Will contractor access to the Intake Structure be available Sunday, or otherwise prior to the Monday 0700 start, to allow sufficient time for crane mobilization, setup, outrigger deployment, and rigging?

Answer: Intake Structure access is not available on the Sunday preceding the start of work. The crane could be parked in the publicly-accessible parking area west of the Intake Structure bridge prior to the start of work, but deployment of the crane to the work area would occur on Monday morning.

11. Will the proposed crane subcontractor’s three similar projects from the past two years satisfy Section M’s past-performance requirement? What documentation should accompany those references?

Answer: 52.212-2 Evaluation Criteria requests the offeror’s past performance and does not allow submission of subcontractor past performance information to satisfy this requirement.

12. Under PWS Section 1.4, what information is required for subcontracting approval, and what limitations on subcontracting or prime self-performance requirements apply?

Answer: There are no statutory self-performance minimums or statutory limitations. Offerors should submit a proposed subcontractor’s name and other identifying information needed to perform a conflict of interest/responsibility check.

13. PWS Section 1.5.13 anticipates six workdays per unit but requires continued availability until completion. How should bidders price additional operating days and government-caused standby? Will the two units be completed consecutively or require separate mobilizations?

Answer: If work extends beyond the schedule proposed in the Performance Work Statement, the contractor may submit a Request for Equitable Adjustment and a contract modification will be negotiated to compensate the contractor for additional costs incurred.

14. Advance notice of the work window. PWS paragraph 1.6 places the period of performance through 30 June 2027, with actual dates coordinated with the Project Office. How much advance notice will the Government provide before each scheduled unit week?

Answer: This will depend on weather so the Government cannot commit to a specific date at this time. The best guess for when work might occur is May 2027. There is a small probability of it happening sooner if unseasonably warm conditions persist through fall/winter and if pre-work submittals are submitted for approval in a timely manner. The Government and the Contractor will need to be in regular contact throughout the pre-mobilization period to ensure a mutually agreeable mobilization date once weather conditions permit.

15. Please confirm the anticipated daily work hours for crane operations and whether work outside the stated 6:00 AM–4:30 PM schedule should be expected?

Answer: Expected work hours are as stated in the PWS, but if there is insufficient daylight during the early morning hours, it is possible that the workday might have to start later than 6:00.

16. The PWS instructs offerors to assume six workdays per unit. Please confirm whether this includes Saturday/weekend work and whether overtime should be included in the firm-fixed price?

Answer: The contractor should factor all labor costs, whether that includes overtime pay for their own forces/subcontractor, into their quote price.

17. Lifting-beam connection and hook/block travel: The PWS states that the Government-furnished lifting beam will connect directly to the crane load block. Must the load block connect directly to the lifting beam, or may approved wire-rope rigging/slings be used between the load block and lifting beam? Also, does the crane load block/hook need to travel the full approximately 193-foot elevation difference from the work deck (El. 1865) to the bottom of the gate slot (El. 1672), including travel below the water surface?

Answer: See drawings and photos provided with this Q&A. Hook will connect to lifting beam. Hook block will need to travel below the water surface connected to the lifting beam, which will be lowered to the top elevation of the bottom section of the trash rack at elevation 1687’.
