GENERAL INFORMATION
1. GENERAL: This is a firm fixed price service contract to provide rental of a crane and operator for the Omaha District U.S. Army Corps of Engineers (USACE), with the job site located at the Garrison Dam near Riverdale, ND.
1.1 Description of Requirement/Introduction: The contractor shall provide all equipment, tools, vehicles, supervision, and other items and services necessary to furnish a rented crane that will enable the government to modify the Garrison Dam Intake trash racks as described in Section 1.5 of this PWS. The contractor shall also provide an operator to operate the crane for the duration of the modification process.
1.2 Background: The Garrison Trash Rack Modification is a temporary measure to retain cold water in Lake Sakakawea to support the mission of the cold-water fishery during drought conditions, as requested by the State of ND. The purpose of the trash rack modification is to draw shallower warm waters from the lake into two generating units, thus conserving deeper cool waters. Corps employees will install a plywood barrier and support members on the lower half of the trash racks. There are two intakes for each unit with seven trash racks per intake (total of 14 trash rack sections for each unit).
1.3 Objectives: The objective is to obtain a rented crane and operator services as described in paragraph 1.1.
1.4 Subcontracting: All subcontracting must be approved by the Contracting Officer (KO).
1.5 Scope: The Crane Contractor will provide a crane suitable under the following conditions:
1.5.1 Capable to lift a trash rack and lifting beam weighing approximately 30,000 pounds. Each trash rack is approximately 15’ tall, 20’-6” wide and 2’-6” deep.
1.5.2 Capable to lower modified trash rack and lifting beam weighing approximately 33,000 pounds.
1.5.3 Capable to overcome possible friction factors when lifting equivalent to approximately 41,000 pounds.
1.5.4 The trash rack sections are to be removed using the Corps provided lifting-beam that will connect directly to the load block on the crane.
1.5.5 Width of the access bridge to the Intake Structure: 14’-0”.
1.5.6 Clearance width of the overhead doors to the Intake Structure: 15’-6”.
1.5.7 Clearance height of the overhead doors to the Intake Structure: 22’-9”.

1.5.10 Elevation of the gate slot at the bottom of the Intake Structure: 1672 AMSL.
1.5.11 Work to be conducted on Unit 2 is expected to take one week. Contractor will need to mobilize and position the crane on the north deck of the Intake Structure, ready to begin work by 7:00am on Monday of the week that the work shall take place in.
1.5.12 Work to be conducted on Unit 3 is expected to take one week. Contractor will need to mobilize and position the crane on the north deck of the Intake Structure, ready to begin work by 7:00am on Monday of the week that the work shall take place in.
1.5.13 The Crane Contractor will remove the existing trash racks from the trash rack slots for each of two units and reinstall the trash racks following modification to be accomplished by Corps employees. For scheduling purposes, the Contractor should assume a work duration of 6 days per unit. However, if modifications require additional days beyond the assumed duration, the Contractor will remain available until all trash racks are reinstalled in the slots and the units are returned to service.
1.5.14 Performance Standards and Guideline Requirements:
a. The equipment pricing shall include all miscellaneous expenses, parts, fuel, and lubricants to keep the equipment in good working condition. The Government will not be responsible for payment of downtime due to mechanical failure or any other reason within the control of, or due to the fault or neglect of the contractor.
