No set-aside is used, and all responsible sources may submit a quotation. Amendment 00001, signed October 27, 2026, extended the proposal due date from October 29, 2026, changed the method from Request for Proposals to Request for Quote, and incorporates the solicitation's questions and answers. The October 21 pre-proposal conference and October 23 question deadline have passed.
Place of performance is the U.S. Embassy compound in Bogotá, Colombia. The scope covers approximately 28,000 square meters of green areas, including lawns, trees, palms, shrubs, hedges, flower beds, and selected indoor plants, plus roofs and hard surfaces where activities must be performed and the immediate exterior perimeter. Services include grass cutting, pruning, pest and disease control, and minor irrigation repairs, with the contractor furnishing all labor, supervision, materials, and equipment except for major irrigation repairs and specific government-furnished items.
Key personnel requirements include a legal representative with a security clearance, a full-time on-site coordinator with three years' experience, a supervisor with five years' supervisory experience and horticultural education, a minimum of five full-time on-site gardeners with two years' experience each, and agricultural and environmental engineers for technical guidance. All key personnel must be fluent in Spanish and/or English. The contractor must provide 60 percent backup staffing. Work hours are Monday through Friday, 6:00 a.m. to 5:00 p.m., and Saturdays, 6:00 a.m. to 12:00 p.m.
The base period is one year, with four one-year option periods and a six-month extension if the Government exercises it. The contract is firm fixed price, and the Government may award on the initial offer without discussions. Pricing is in Colombian Pesos, with 19 percent Value Added Tax excluded from base pricing and billed separately.
Submission requires an English-language proposal with SF-1449, Section 1 (Pricing), Section 5 (Representations and Certifications), IRS Form W-14 per FAR 52.229-11, and proof of SAM registration. An active SAM account is required at submission, and failure to register renders the proposal non-responsive. Within 30 days of award, the contractor must submit a Grounds Maintenance Plan. Monthly reports are due by the fifth of each month, and invoices will not be processed without timely reports.
NAICS is 561730, Landscaping Services. PSC is S208, Housekeeping-Landscaping/Groundskeeping. Annex 5 (Company Information and Experience Chart) and Annex 6 (Key Personnel Chart) and a Price Proposal template are attached.
