Delivery goes to the U.S. Embassy Compound at Carrera 45 No.24B-27 in Bogotá, Colombia, in four to six partial deliveries per month. Trucks carry 2,000 to 5,000 gallons and use Colombian standard industry hose and coupling connections. Orders total a minimum of 1 gallon and may not exceed 45,000 gallons over the period. Offerors must provide a price per gallon.

The selected contractor must manage all administrative and regulatory processes for the fuel purchase directly with the Colombian Ministry of Mines and Energy, including the Information System for Liquid Fuels (SICOM). The Embassy is not registered with the local Chamber of Commerce and states that it uses U.S. Government purchase orders in place of external contracts, clauses, or third-party agreement formats, with those orders serving as the binding commitment and payment guarantee.

Offerors must complete the Express NDAA Certification, which covers Section 889 representations on covered telecommunications equipment and services, and submit it to the Contract Specialist. Payment is net 30 after invoice submission through the vendor portal and fuel delivery, made by EFT. The notice carries NAICS 4572 (Fuel Dealers) and PSC 9140 (Fuel Oils).
