Required services include comprehensive groundskeeping tasks such as grass cutting, edging, trimming, weeding, pruning, leaf removal, watering, fertilizing, and pest control, with additional specialized services like tennis court cleaning and power washing. Prospective contractors must be registered in the System for Award Management (SAM) and attend a mandatory site visit scheduled for February 5, 2025, with advance email notification required. The solicitation covers gardening services in Lisbon, Portugal, with a contract structure including a base year and two optional one-year extensions. No specific set-aside designations are indicated, and the procurement is open to qualifying contractors. The initial contract award determination document reveals that Horto do Campo Grande was ultimately selected at a total contract value of EUR134,826.84, which includes options and VAT. The place of performance encompasses two specific locations: Avenida da Torre de Belem 11 and Rua do Sacramento a Lapa 18 in Lisbon. Contractors must provide a detailed Grounds Maintenance Plan, pre-authorize fertilizers and chemicals, and demonstrate compliance with federal anti-discrimination laws. The procurement follows the Lowest Price Technically Acceptable (LPTA) evaluation methodology, with four companies initially submitting qualified bids and two determined to be outside the competitive range.
