About this opportunity

The U.S. Embassy Bangkok is soliciting quotations for comprehensive gardening and grounds maintenance services across multiple embassy compounds in Thailand through RFQ #19TH2025Q0036. The Department of State's contracting office seeks a responsible contractor capable of maintaining landscaping across a total service area of 110,627 square meters, including daily leaf and debris removal, turf repair, tree pruning, watering, and general grounds care for five separate locations. Key contract requirements include submission of a Grounds Maintenance Plan, Material Safety Data Sheets for pesticides and fertilizers, and maintenance of approximately 400 large trees across the properties. The U.S. government will award the contract based on initial quotations to the lowest-priced, technically acceptable offer without discussions, unless discussions are determined necessary with companies in the competitive range. Critical deadlines include July 11, 2025 for site visit registration, July 25, 2025 at 4:00 PM Bangkok local time for written questions, and August 29, 2025 at 4:00 PM Bangkok local time for quotation submission; all proposals must be in English, submitted in sealed envelopes, and offerors must be registered in the System for Award Management (SAM) prior to submission.

This solicitation carries no set-aside designation and the current contractor is Garden Alliance Company Limited, which holds the existing contract (No. 19TH2021C0001) valued at 43,080,170 Thai Baht. The contract structure includes a base year and four one-year option periods plus a six-month option period, providing flexibility for extended service delivery. The current contract staffing includes 29 personnel comprising full-time gardeners, head gardeners, and two horticulturists, though the solicitation does not specify a fixed staff requirement and permits hiring of non-Thai workers with valid work permits. A pre-quotation conference and site visits are scheduled for July 22-23, 2025 to allow prospective offerors to assess the properties and understand the scope of work. Performance will take place at five embassy locations in Thailand, including the Embassy Office Building, Chancery, Rajdamri Compound, Deputy Chief of Mission Residence, and Chief of Mission Residence, with an amendment issued on August 7, 2025 that modified specific service requirements for turf repair and plant maintenance.
