The Request for Quotations (RFQ) requires interested vendors to submit comprehensive documentation, including SF-1449, pricing details, representations and certifications, and proof of SAM registration. A pre-quotation conference is scheduled for April 10, 2025, at 10:00 AM local time at the embassy, with prospective offerors required to contact cotonougsobids@state.gov by April 8, 2025, at 5:00 PM to arrange building entry. Electronic quotations must be submitted by April 17, 2025, at 10:00 AM, with specific formatting requirements including file size limitations of 30MB and acceptable formats of MS-Word, MS-Excel, or Adobe Acrobat PDF. The government intends to award the contract to the responsible company submitting the lowest-priced acceptable offer, potentially without further discussions.
The solicitation is set aside as a Competitive 8(a) opportunity, targeting small businesses in the Landscaping Services (NAICS 561730) category. The place of performance will be located in Cotonou, Benin, with services focused on gardening implements and tools (PSC 3750). While specific award values are not explicitly stated, the procurement is for a fiscal year contract with precise service requirements detailed in the attached solicitation documents. Vendors must complete an IRS Form W-14 and provide proof of compliance with federal anti-discrimination laws, with SAM registration being a critical prerequisite for proposal consideration. Failure to be registered in the System for Award Management (SAM) at the time of proposal submission may result in the offeror being deemed non-responsible and summarily disqualified from further evaluation.
