About this opportunity
Air Mobility Command is preparing to solicit a contractor to provide regulated garbage disposal services at Dover Air Force Base, Delaware, under a total small business set-aside, with responses to the sources sought due by September 18, 2026.
The contractor will collect and dispose of USDA-regulated foreign garbage waste—materials arriving on aircraft from foreign regions containing plant or animal materials posing biosecurity risks—on behalf of the 436th Aerial Port Squadron. Place of performance is Building 508 Atlantic Street, Dover AFB, Delaware. Services must comply with USDA APHIS guidelines (Title 7 and Title 9 CFR 330.400–330.403), the Resource Conservation and Recovery Act, and DAFI 24-605v2.
Scheduled pick-ups occur between 8:00 AM and 4:00 PM on non-holiday business days, not to exceed 120 hours between services, with a maximum of six pick-ups per month under normal conditions and no more than five calendar days between services. The contractor must provide two-hour advance notice before each service and accommodate emergency pick-ups within 24 hours. All vehicles must be free of odor, dirt, debris, pests, and leaks. Garbage must be weighed and verified by contractor and government personnel before departure. The contractor is liable for all fines resulting from improper disposal and must report the approved disposal site to the Contracting Officer prior to contract start, with at least 14 days' advance notice of any changes.
The contractor must obtain Antiterrorism Awareness Level I training and a badge with Criminal Background Investigation clearance through Dover AFB Security Forces. A designated Contract Manager with full authority must be available during business hours. The contract period is one base year of 12 months with year-to-year renewal options. Respondents should submit their CAGE code, small business status, applicable NAICS code, and relevant acquisition insights to the point of contact.
