About this opportunity
The Department of Agriculture Forest Service seeks quotations for replacement of the Gibb Wash Bridge on the Coronado National Forest, with quotes due May 20, 2026 at 5 p.m. MDT. This procurement is a total small business set-aside under NAICS 237310, with a small business size standard of $45 million.
Place of performance is Tucson, Arizona (approximately 20 miles northeast at Gibb Wash Bridge, Santa Catalina Ranger District, Pima County). The contract is firm-fixed price with performance from October 1, 2026 through June 14, 2027, spanning 257 calendar days. Work includes removal of an existing 24-foot timber bridge, installation of a 28-foot-1-inch steel structural plate arch bridge with welded wire mechanically stabilized earth (MSE) headwalls, realignment of 550 feet of approach road, installation of a 24-inch diameter CMP culvert, guardrail installation, stream channel reconstruction, and obliteration of the existing approach road. In-stream work is restricted to October 1–December 15 and March 1–June 14 due to yellow-billed cuckoo and bat breeding season.
Contractors must submit pricing for all 21 line items in the Schedule of Items, including mobilization, bonding, survey, earthwork, structures, and guardrails. A bid guarantee of 20 percent is required if the quote exceeds $150,000. Performance and payment bonds are mandatory. Technical proposals must address technical approach, project management and staffing, relevant experience (3–5 projects within the past 5 years), and past performance.
Evaluation uses comparative methodology weighing technical merit (technical and project management, experience, past performance) and price reasonableness. All contractors must be registered in SAM.gov at submission. The solicitation incorporates Buy American Act construction material requirements, prevailing wage requirements (Pima County, Arizona rates effective January 2, 2026), and anti-discrimination and DEI compliance certifications. An organized site visit was held May 6, 2026; questions were due May 11, 2026. Amendment 02 posted May 13, 2026 added 23 Q&As and incorporated FAR 52.222-90 (Addressing DEI Discrimination by Federal Contractors, April 2026). Solicitation number is 127EAX26Q0022.
