About this file
This is a Statement of Work (SOW) for the Gibb Wash Bridge Replacement project on the Coronado National Forest in Pinal County, Arizona, approximately 20 miles northeast of Tucson.
The project involves removing an existing 24-foot timber bridge and installing a 28'-1" span steel structural plate arch bridge with welded wire headwalls. Associated work includes embankment construction with mechanically stabilized earth (MSE) wall, realignment of 550 feet of approach road, installation of a 24-inch diameter CMP culvert, installation of guardrails, stream channel reconstruction, and obliteration of the existing approach road. The contractor must provide a bridge load rating signed by a Registered Professional Engineer following structural arch installation. Construction must adhere to multiple federal standards and specifications including FP-14 (2014 Edition), AASHTO LRFD Bridge Design Specifications, ACI Manual 318, ASTM, SSPC, ANSI, OSHA, and MUTCD guidance. The project is divided into four construction phases with full road closure permitted for only four consecutive days, requiring 10 days' advance notice to the Contracting Officer Representative (COR). In-stream work is restricted to October 1 through June 15. The contractor must identify Grade G surfacing aggregate through one of three specified options: purchasing from Ridge Mine, sourcing commercially available aggregate with COR approval, or processing native material from the Forest Service aggregate pit two miles from the project site. The SOW includes 29 required deliverables with specific regulatory references, including schedules, as-built plans, material certifications, quality control plans, traffic control plans, erosion and sediment control plans, and various design and testing documentation.

Statement of Work Gibb Wash Bridge Replacement
Coronado National Forest
1.0 Scope of Work
Bridge replacement work consists of the removal of an existing 24’ long, single-lane timber bridge and the installation of a 28’-1” span, 9’-6” rise, and 28’ long steel structural plate arch with welded wire headwalls. Additional work includes embankment construction with mechanically stabilized earth (MSE) wall, realignment of 550 feet of approach road, installation of a 24” diameter CMP culvert, installation of guardrails, reconstruction of stream channel, and obliteration of the existing approach road. Provide bridge load rating following installation of structural arch, to be signed by a Registered Profesional Engineer.
2.0 Background
The Gibb Wash bridge is located approximately 20 miles northeast of Tucson Arizona, on National Forest System Road (NFSR) 38, also known as Control Road, on the Santa Catalina Ranger District, Coronado National Forest, Pinal County, AZ, Township 11S, Section 15, Range 16E. The estimated construction date of Gibb Wash Bridge is around 1950. Many modifications have occurred since the construction including a running board replacement in the early 1990s and the bridge deck and guardrail installed in 2000. Additional work including the installation of a concrete and steel center pier and wooden backwalls on the abutments.
3.0 Technical Requirements
3.1 Construction shall adhere to codes, regulations, standards, and guidelines from:
Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, U.S. Customary Units” publication FP-14, 2014 Edition. FP-14 is available on the internet at https://flh.fhwa.dot.gov/resources/specs/
Gibb Wash Bridge Replacement - Forest Service Supplemental Specifications (FSSS) American Association of Highway and Transportation Officials (AASHTO) Load and
Resistance Factor Design (LRFD) Bridge Design Specifications American Concrete Institute (ACI) - Manual 318 American Society for Testing and Materials (ASTM) Standardized Specifications for Paints and Coatings (SSPC) American National Standards Institute (ANSI) Occupational Health and Safety Administration (OSHA) Manual of Uniform Traffic Control Devices (MUTCD)
3.2 Traffic Control
The project is divided into four consecutive phases, each requiring different traffic control measures. The phases and associated traffic control measures are detailed on Sheet C-03 of the Gibb Wash Bridge Replacement Plans. Full road closure will only be permitted for four consecutive days. The COR must be notified 10 days in advance of the road closure period.
All traffic control measures must adhere to MUTCD guidance.
3.3 Staging Area
The contractor shall store equipment and stockpiled materials within the designated staging area, see Page 4. This area will also be flagged by the COR.
3.4 Road Surfacing Aggregate
The Gibb Wash Bridge Replacement Plans call for Grade G surfacing aggregate, see Table 703-3 of the FSSS. Aggregate of this gradation may be considered a specialty or blended product and may not be readily available through commercial sources. Potential options include:
1) Obtaining Grade G Aggregate from Ridge Mine, see map on page 5.
Contact for aggregate:
Brian Paul Silver Mountain Mining
(801) 245-0477
2) Locating commercially available surfacing aggregate and submit the gradation table to the COR. The COR will then modify the quantity for surfacing aggregate and include a quantity for commercially sourced clay. The surfacing aggregate and clay would be windrowed on the road to be surfaced, dimensions to be determined by COR. Materials would be blending using a road grader prior to compaction.
Potential source for clay:
PNP Materials 27035 E Pinal Air Park Rd Marana, AZ 85653
(520) 682-9566
3) Sample and test native material at Forest Service aggregate pit two miles from the project site, see figure on page 6. Based on test results, process excavated material using grizzly or power screener. Produce aggregate and submit the gradation table to the COR.
If necessary, obtain commercial sourced clay and windrow both surfacing aggregate and clay on the road, dimensions to be determined by COR. Materials would be blending using a road grader prior to compaction.
