May 13, 2026
Solicitation 127EAX26Q0022, Gibb Wash Bridge Replacement, Coronado National Forest, is amended as follows:
A site visit was held on May 6, 2026 at the Gibb Wash Bridge site. The following were attendees:
Individual Company/Organization
JULIO SOLIS SPENCER CONS
JOSE QUINTERO MERIDIAN ENGINEERING CO.
FABIAN GARCIA SANTA RITA BUILDERS
The following questions and answers are being provided for informational or clarification purposes only.
1. Are any permits needed?
A: Yes, permits are required. The contractor must obtain all necessary permits as specified in the plans and specifications.
2. What are the SWPPP requirements?
A: Submit a written erosion and sediment control plan 30 days prior to start of construction, including all necessary permits. Controls must be installed before work begins and cannot be modified without approval. If controls fail to function, you must take corrective action.
Erosion and sediment control plans and inspections are also listed in the SOW.
3. Are there sufficient quantities of streambed material on site for the project? If not, describe how this scenario would be treated. Section 705.08 contains sections for simulation material and streambed channel rock. Please specify the bedding class for simulation material and gradation class for the rock.
A: The documents do not state that there is sufficient streambed material on site.
However, Section 648.06 says: Contractor may incorporate suitable streambed materials encountered during excavation if they meet gradation requirements. If insufficient material exists: You must furnish streambed simulation material in accordance with Section 705.08 and Tables 705 4 and 705 5.
4. 24” culvert outlet protection; we don’t see any detail or specifications. Is it correct if we use E251-01 and E251-02 from the U.S. Department of Transportation standard drawings?
A: Correct, there is no outlet protection provided.
5. Are there any special testing requirements for the MSE Wall?
A: Yes. The Drawings and Supplemental Specs define:
• MSE wall backfill must meet ASTM and gradation requirements.
• Compaction must follow Section 209.10, Method 1 or as required.
• MSE backfill gradation requirements per ASTM D 422 (Table under MSE Wall Notes).
• Additional reinforcement layers required near the footing.

6. Was there any soil testing done on the site?
A: Yes, see attached Gibb Wash Test Pit Sieve Tests
7. The existing material on site for the bridge to remain on site or be disposed of offsite?
A: The existing bridge must be demolished and disposed of in accordance with the contract.
8. Can the Mt Lemmon road be used for access to the site in lieu of the directions provided on the RFP drawings?
A: Yes, Mount Lemmon Road may be used for project access. The contractor is responsible for verifying road conditions and ensuring the route can safely and legally accommodate their equipment.
