About this opportunity
The Air Force Test Center at Holloman Air Force Base issued a Notice of Intent to award a sole-source firm-fixed price purchase order to Marine Travelift, Inc. (dba Shuttlelift) for the repair of a Shuttlelift SL200 Gantry Crane located at the facility. The 846th Test Squadron requires immediate procurement of Original Equipment Manufacturer (OEM) parts and expert technical services to restore a 200-ton gantry crane that recently failed under load at the Holloman High Speed Test Track. This acquisition is justified under FAR 13.106-1(b)(1) (Simplified Acquisition Procedures) and FAR 6.302-2 (Unusual and Compelling Urgency) based on market research confirming that Shuttlelift is the only responsible source capable of providing proprietary parts, exclusive engineering data, and factory-trained technicians necessary for the repair. The crane failure has halted all test operations, reducing mission capabilities by approximately 60 percent and jeopardizing 10 scheduled missions valued at approximately $1 million each. The contracting officer, Brett Moore, approved the sole-source justification on April 2, 2026.
Although this is a sole-source acquisition, the Air Force is accepting capability statements, bids, proposals, or quotations from all responsible sources by April 6, 2026 at 1300 MDT, with an anticipated award date of April 10-22, 2026. The contractor must provide all specified repair parts, on-site technical service for component removal and installation performed by Shuttlelift-authorized technicians, acceptance testing to certify the crane meets OEM safety and performance standards, a signed certificate of completion, and return of all damaged and replaced components to the government. All on-site work must be completed and the crane certified as operational within six weeks after receipt of order. The acquisition is unrestricted and open to all business sizes, classified under NAICS code 333923 (Overhead Traveling Crane, Hoist, and Monorail System Manufacturing) with a size standard of 1,250 employees. Interested vendors should submit responses electronically to Contracting Officer Brett Moore at brett.moore.6@us.af.mil or Contract Specialist Mikayla Roland at mikayla.roland@us.af.mil.
