About this file
This is a Single Source Justification document for a simplified acquisition by the Air Force Arnold Engineering Development Complex (AEDC) at Holloman Air Force Base.
The 846th Test Squadron requires immediate procurement of Original Equipment Manufacturer (OEM) parts and expert technical services from Marine Travelift, Inc. (dba Shuttlelift) to repair, test, and certify a 200-ton Shuttlelift Gantry Crane (Serial Number: 292 1202) at the Holloman High Speed Test Track. The crane, which is critical to impact mission testing and Department of Defense system development, recently failed under load, halting all test operations and reducing mission capabilities by an estimated 60 percent. The failure has jeopardized 10 scheduled missions, each valued at approximately [amount redacted], creating potential financial losses of up to [amount redacted]. The estimated base requirement cost is [amount redacted] with options available up to [amount redacted] for addressing potential structural damage discovered during repair. This sole-source acquisition is justified under FAR 6.302-2 (Unusual and Compelling Urgency) and FAR 6.302-1, as Shuttlelift is the only responsible source capable of providing proprietary parts, exclusive engineering data, and factory-trained technicians necessary for the repair without introducing unacceptable performance and safety risks.
Market research conducted on February 26, 2026, confirmed no viable alternatives exist. Searches of the AbilityOne Procurement List, Federal Prison Industries (UNICOR), SAM.gov, and the open internet for "gantry crane repair," "Shuttlelift parts," and "heavy equipment structural services" identified only Shuttlelift as the sole source for proprietary parts and certified technical expertise. No authorized third-party resellers or certified service providers were identified. A formal sources sought synopsis or Request for Information was not issued due to urgent timeline constraints. The Contracting Officer, Brett Moore (NH03), determined on April 2, 2026, that only a single source is reasonably available. Future steps to preclude single-source awards include ongoing market surveillance, industry trade show participation, inter-agency collaboration on maintenance practices, and periodic reevaluation of alternative solutions as OEM proprietary rights may evolve.

Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: PZ (Arnold) OL Holloman
Project/Program Name: Gantry Crane Repair 2026
Purchase Request / Local ID Number:
Estimated Contract Cost (including Options): $
Section B: Description of the Supplies/Services Required
The 846th Test Squadron (846 TS) requires the immediate procurement of Original Equipment Manufacturer (OEM) parts and expert technical services to repair, test, and certify its 200-ton Shuttlelift Gantry Crane (SN: 292 1202) at the Holloman High Speed Test Track (HHSTT). This crane is a single point of failure for impact mission testing --a process vital to developing key Department of Defense systems. Following a recent failure that halted all test operations, an inspection by the OEM, Marine Travelift, Inc. (dba Shuttlelift), confirmed that multiple critical components have exceeded their service life and require immediate replacement. The continued unavailability of this asset is directly delaying National Defense programs, making its restoration crucial to the timely delivery of tested systems to the warfighter.
Section C: Justification for Soliciting from a Single Source or Brand Name
This sole source acquisition is justified under the authority of FAR 6.302-2, “Unusual and Compelling Urgency,” as implemented by 10 U.S.C. § 3204(a)(2). A single source is justified for this acquisition as market research confirms that Marine Travelift, Inc.
(dba Shuttlelift) is the only responsible source capable of meeting the agency's requirements under the authority of FAR 6.302-1.
This urgent requirement stems from a recent catastrophic event: during a mission, the crane failed underload, causing significant damage and halting all related operations. As the Original Equipment Manufacturer (OEM), Shuttlelift is the sole designer and manufacturer of the required proprietary parts and possesses the exclusive engineering data necessary for the repair. These critical parts are not available through any third-party resellers. Furthermore, the complex repair and subsequent safety certification of the 200-ton crane demand factory-trained technicians, which only Shuttlelift can provide, making them the only source capable of performing the work without introducing unacceptable performance and safety risks.
The crane is currently inoperable, which has reduced mission capabilities by an estimated 60% and halted all future impact testing. This directly jeopardizes 10 scheduled missions, each valued at approximately $ creating a potential financial loss of up to $
Therefore, this sole-source repair is the only timely and fiscally responsible solution to prevent this outcome. The acquisition has a base requirement estimated cost of $ with options available up to a potential total of $ to address significant structural damage if discovered during the repair. This investment is vastly more cost-effective than procuring a new crane at an estimated cost of over $ and, more importantly, prevents the unacceptable loss in mission value by restoring full capability in a fraction of the time a full replacement would require. This action represents the most prudent course to protect government assets and ensure mission success.
Section D: Efforts to Obtain Competition
Efforts were made to obtain competition for this requirement by surveying mandatory sources and the commercial marketplace. First, mandatory government sources were considered. The AbilityOne Procurement List and Federal Prison Industries (UNICOR) were queried on 26 February 2026. This search confirmed that no products or services that could meet the government's requirement for this specialized repair are offered through these programs.
Next, market research was expanded to the commercial marketplace. This included keyword searches on the System for Award Management (SAM.gov) and the open internet for terms such as "gantry crane repair," "Shuttlelift parts," and "heavy equipment

This research consistently and exclusively identified the Original Equipment Manufacturer (OEM), Marine Travelift, Inc. (dba Shuttlelift), as the sole source for the proprietary parts and certified technical expertise required. No authorized third-party resellers or certified service providers were identified through this extensive search.
These findings were further validated by a review of recent, similar procurements, including contract FA9101-25-P-B080. The market research for that effort reached the same conclusion. For this current requirement, Shuttlelift has again affirmed that it is the sole manufacturer and distributor of its parts and does not authorize any third-party vendors for this work.
Due to the urgent need to restore mission capability following the crane's recent failure, and because all research confirmed that only the OEM could perform the work, a formal sources sought synopsis or Request for Information (RFI) was not issued.
Such an action would have introduced unacceptable delays to the acquisition timeline without a reasonable expectation of identifying additional viable sources.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Holloman High-Speed Test Track (HHSTT) remains committed to exploring all available options for servicing the Gantry Crane and will conduct ongoing market surveillance to identify potential alternative vendors. This proactive approach involves continuously tracking industry developments and participating in relevant trade shows to discover emerging service providers and new technologies.
Furthermore, the HHSTT will foster a competitive environment by proactively communicating and collaborating with other agencies that operate similar crane systems. These partnerships will allow for the sharing of best maintenance practices and the exploration of collaborative procurement opportunities. As part of this long-term strategy, the team will also periodically re-evaluate the Original Equipment Manufacturer's (OEM) proprietary rights and technical data to determine if alternative solutions become viable.
Taking these steps ensures that the HHSTT will be well-positioned to leverage any future opportunities for increased competition and cost-effectiveness in the maintenance and servicing of the Gantry Crane.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
