About this file
This is a Single Source Justification (Simplified Acquisition) document for a gantry crane repair procurement by the 846th Test Squadron at Holloman Air Force Base.
The contracting activity is PZ (Arnold) OL Holloman, with the project named "Gantry Crane Repair 2026." The 846th Test Squadron requires immediate procurement of Original Equipment Manufacturer (OEM) parts and expert technical services to repair, test, and certify an ISO 20-ton Shuttlelift Gantry Crane (Model SN-292 1202) located at the Holloman High-Speed Test Track. This crane is critical for impact mission testing and represents a single point of failure for Department of Defense system development. Following a recent failure that halted all test operations, an OEM inspection confirmed that multiple critical components exceeded their service life and require immediate replacement. The crane's continued unavailability has reduced mission capabilities by approximately 60% and jeopardizes 10 scheduled missions valued at approximately $1 million each, with potential financial losses exceeding this amount.
The contracting officer determined that Marine Travelift, Inc. (dba Shuttlelift) is the sole source reasonably available, justified under FAR 13.106-1(b)(1). Market research confirmed Shuttlelift is the only responsible source capable of meeting requirements, as it is the original designer and manufacturer of proprietary parts and the sole provider of factory-trained technicians qualified to perform the complex repair. Extensive search efforts included AbilityOne Procurement List, Federal Prison Industries, SAM.gov keyword searches, and commercial marketplace research, all confirming no third-party resellers or certified alternatives exist. The sole-source repair was determined to be more cost-effective than procuring a new crane (estimated over several million dollars) and prevents unacceptable loss in mission value. The contracting officer, Brett Moore NH03, approved the justification on 2 April 2026.

Single Source Justification (Simplified Acquisition)
CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2
Travelift, Inc. (dba Shuttlelift), as the sole source for the proprietary parts and certified technical expertise required. No authorized third-party resellers or certified service providers were identified through this extensive search.
These findings were further validated by a review of recent, similar procurements, including contract FA9101-25-P-B080. The market research for that effort reached the same conclusion. For this current requirement, Shuttlelift has again affirmed that it is the sole manufacturer and distributor of its parts and does not authorize any third-party vendors for this work.
Due to the urgent need to restore mission capability following the crane's recent failure, and because all research confirmed that only the OEM could perform the work, a formal sources sought synopsis or Request for Information (RFI) was not issued.
Such an action would have introduced unacceptable delays to the acquisition timeline without a reasonable expectation of identifying additional viable sources.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The Holloman High-Speed Test Track (HHSTT) remains committed to exploring all available options for servicing the Gantry Crane and will conduct ongoing market surveillance to identify potential alternative vendors. This proactive approach involves continuously tracking industry developments and participating in relevant trade shows to discover emerging service providers and new technologies.
Furthermore, the HHSTT will foster a competitive environment by proactively communicating and collaborating with other agencies that operate similar crane systems. These partnerships will allow for the sharing of best maintenance practices and the exploration of collaborative procurement opportunities. As part of this long-term strategy, the team will also periodically re-evaluate the Original Equipment Manufacturer's (OEM) proprietary rights and technical data to determine if alternative solutions become viable.
Taking these steps ensures that the HHSTT will be well-positioned to leverage any future opportunities for increased competition and cost-effectiveness in the maintenance and servicing of the Gantry Crane.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
