About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17 is soliciting quotes for residential care and housing services for homeless veterans under Solicitation Number 36C25726Q0188. The VA seeks a contractor to provide transitional housing and supportive services for up to 13 homeless male veterans per day through a fixed-price, indefinite delivery/indefinite quantity (IDIQ) contract. Key contract requirements include providing safe, residential facilities meeting Life Safety Code and Americans with Disabilities Act standards; nutritionally adequate meals three times daily; 24/7 administrative staffing and security personnel; a full-time program director and professionally credentialed clinical supervisor; case management services with a target ratio of 1:20; and therapeutic interventions using evidence-based techniques such as cognitive behavioral therapy and motivational interviewing. Veterans must be placed into transitional or permanent housing within 60-90 days of admission, with a maximum 180-day stay. Performance will be evaluated using a Quality Assurance Surveillance Plan that monitors seven key standards including licensure compliance, notification of hospitalizations and deaths within 24 hours, accessible medical records, and prevention of program dropout, with performance goals including 85 percent or greater positive discharges and zero unacceptable discharges every six months. Electronic quotes are due by 3:00 PM Eastern Time on March 13, 2026, submitted to Contracting Officer Christopher Herrera at Christopher.herrera5@va.gov.

This is an unrestricted solicitation with no set-aside designations. The contract period runs from April 1, 2026, through March 31, 2031, consisting of a one-year base period plus four one-year option periods, with services to be performed at the contractor's facility serving the Randall and Potter County catchment area in Amarillo, Texas. The guaranteed minimum contract amount is $3,300, with a maximum not to exceed $4,600,000, with pricing submitted as an all-inclusive fixed daily rate per veteran covering all labor, incidental costs, and insurance premiums. Contractors must maintain general liability insurance of $5-10 million and workers' compensation coverage and must comply with prevailing wage rates established under the Service Contract Act. The contract will be administered by Contracting Officer Marisela Galarza with technical oversight by Contracting Officer's Representative Pamela Myers, and monthly invoicing will be submitted in arrears to the VA Financial Services Center in Austin, Texas, with payment via electronic funds transfer.
