About this opportunity
The Department of Veterans Affairs Veterans Health Administration (VA VHA), specifically VISN 20, is seeking a contractor to provide transitional housing and comprehensive support services for homeless Veterans in White City, Oregon. The contract aims to deliver interim residential care for 10 Veterans through the Health Care for Homeless Veterans (HCHV) program, with stays ranging from 30-90 days. Key contract requirements include providing 24/7 housing, furnishing rooms, serving three daily meals, offering therapeutic group activities, conducting case management, and developing individual Recovery Plans within 72 hours of admission. The contractor must maintain a minimum 75% bed occupancy rate and achieve specific discharge outcomes, including placing 50% or more Veterans into permanent housing. The pre-solicitation notice was posted on December 10, 2024, with a response deadline of December 20, 2025, under the Residential Mental Health and Substance Abuse Facilities NAICS category.
No specific set-aside designations are currently applied to this procurement. The contract will support Veterans requiring intensive outpatient services and transitional housing, targeting individuals with mental health conditions, substance dependencies, and aging-related needs. While exact award value is not specified, the contract requires comprehensive service delivery including room and board, therapeutic interventions, transportation assistance, and detailed reporting mechanisms. The facility must accommodate 10 Veterans simultaneously, with staff available around the clock to support rehabilitation and transition goals. Contractors will be evaluated on their ability to meet stringent VA performance metrics, including discharge success rates, therapeutic environment quality, and compliance with VA privacy and safety protocols. The procurement represents a critical component of VISN 20's comprehensive approach to addressing Veteran homelessness and supporting individual recovery journeys.
