About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to provide Health Care for Homeless Veterans (HCHV) Contracted Emergency Residential Services at the St. Louis VA Medical Center John Cochran Division. The primary objective is to end homelessness among the veteran population by offering 24/7 emergency residential services for up to 25 homeless male and female veterans. The contractor will be responsible for providing safe housing with onsite supportive services and rapidly stabilizing veterans in transitional or permanent housing within 60 days, with a maximum stay of 180 days. The procurement will be conducted as an unrestricted, full and open competition under NAICS code 624221 with a small business size standard of $13.5M. The solicitation is scheduled to be issued on December 5, 2024, with quotes due by February 3, 2025, and interested contractors must submit any questions via email to Opal Moore-Harris with a specific subject line format.

The contract will cover services within a 25-mile radius of the St. Louis VA Medical Center, with facilities expected to be located as close to the medical center as possible. There are no specific set-aside designations for this opportunity, indicating that all qualified businesses can compete. While the exact award value is not explicitly stated, the $13.5M small business size standard suggests a potentially significant contract value. The service will be comprehensive, requiring contractors to provide continuous residential support, onsite services, and a structured approach to veteran housing stabilization. Contractors will need to demonstrate their capability to quickly transition veterans from emergency housing to more permanent living arrangements, with a focus on comprehensive support and rapid rehabilitation.
