About this opportunity
The Department of the Air Force, Air Force Academy Division, seeks 28 small unmanned aircraft systems (sUAS) drones with associated training, with quotes due July 23, 2026. The procurement is 100% set aside for small business concerns (NAICS 336411, Aircraft Manufacturing; size standard 1,500 employees).
Place of performance is Air Force Academy, Colorado Springs, CO 80840. The 34th Training Support Squadron requires commercial off-the-shelf Skydio X10D systems or equal products that meet salient characteristics specified in Attachment 1, supporting cadet warfighter training and operations. Vendors proposing alternative products must submit technical documentation and specifications demonstrating equivalence to the preferred Skydio specification.
Required deliverables span four line items: 28 units of Skydio X10D Starter Solution (Multi-Band, IR) or equal, including airframe, ground controller, three flight batteries, multi-battery charger, spare propellers, and weatherproof transport case; 28 units of Skydio NightSense with IR Attachment or equal for night operations with zero-light autonomous navigation; 2 units of in-person operator training for up to four students over a minimum of two days, resulting in certificates of completion; and 2 units of instructor training for up to two students with basic operator training as a prerequisite. The sUAS must deliver minimum 40-minute flight time per battery, 5-mile operational range, 40 mph flight speed, IP55 ingress protection, 360-degree autonomous obstacle avoidance, and GPS-denied navigation capability. The integrated sensor suite requires a radiometric thermal camera (640x512 resolution, 30 mK sensitivity), narrow-angle zoom camera (48 MP), and wide-angle camera (50 MP). All equipment must be NDAA-compliant and listed on the DIU Blue UAS Cleared List at proposal submission. Software licensing must include perpetual, non-transferable licenses for core autonomous flight systems with minimum three years of maintenance and support. Delivery is required by November 16, 2026. FOB destination pricing must include shipping charges within the product price, not as a separate line item. A Buy American Certificate of Compliance (Attachment 2) is required.

L. 118-31, Div. 3. Addendum to FAR 52.212-1 Instructions to Offerors—Commercial Products and Commercial Services.
A. Brand Name or Equal Submissions:
Vendors quoting an "equal" product must submit sufficient technical documentation, product literature, and specifications alongside their quote. The Government will rely entirely on this documentation to determine if the alternative product meets or exceeds the salient characteristics of the preferred Skydio brand (See Attachment 1).
B. Submission Package Requirements:
To be considered responsive, contractors must email the following to marissa.morris.4@us.af.mil and danielle.hyde.2@us.af.mil by 23 July 2026 at 10:00am MDT:
- Completed and signed SF1449 (Blocks 17a include SAM UEI, 30a-c). Total quoted price for CLINs 0001- CLIN 0004 on page 3 of the SF1449, valid for a minimum of 60 days. The total extended price is calculated by multiplying the stated unit price by the corresponding quantity. In the event of a mathematical discrepancy between the unit price and the extended total, the unit price shall govern.
- Technical capability documentation (only required if quoting an "Equal" product).
- Authorized reseller's certificate (if applicable).
- Verification of active SAM.gov registration with completed FAR and DFARS representations and certifications to include FAR 52.240-90 (Security Prohibitions and Exclusions Representations and Certifications).
- Completed and signed Buy American Certificate (Attachment 2).
4. FAR 52.212-2 Evaluation--Commercial Products and Commercial Services.
Paragraph (a) is amended as follows:
(a) The Government may submit an offer in the form of a purchase order to the quoter that represents the best value to the Government. All quotes submitted will be reviewed for completeness. Quotes that are incomplete or missing information may be considered non-responsive and excluded from the evaluation. Supplier Risk Management Scores will be evaluated IAW DFARS 252.204-7024 Notice on the Use of the Supplier Performance Risk System (SPRS) (Mar 2023). The Government will select the awardee that represents the best value based on price, past performance, and technical capability.
The Government will evaluate technical capability on an acceptable/unacceptable basis (meeting all requirements in Attachment 1). As a critical element of technical capability, the Government will perform a security and supply chain compliance review in accordance with FAR 52.240-91 (Security Prohibitions and Exclusions). The Government will query the unified federal "do not buy" database to verify that the quoter, the sUAS manufacturer, and all proposed sUAS components/software are not subject to any active FASCSA, ASDA, or other federal security exclusion orders. Any quote proposing equipment or sources subject to a prohibition under FAR 52.240-91 will be determined technically unacceptable and ineligible for award.
To maximize efficiency, the Government will utilize the following phased evaluation methodology:
Phase 1 (Price Ranking): All received quotes will be ranked by total evaluated price, from lowest to highest.
Phase 2 (Technical & Past Performance): The Government will initially evaluate only the three (3) lowest-priced quotes for technical capability (meeting all requirements in Attachment 1) and past performance.
Phase 3 (Award Selection): If one of the three lowest-priced quotes is determined to represent the best value and is technically acceptable, award will be made to that offeror. If none of the first three quotes are determined to represent the best value to the Government, the evaluation team will evaluate the fourth lowest-priced quote, and so on, in ascending order of price, until a best value awardee is selected.
(End of provision)
