About this file
This is a Buy American—Balance of Payments Program Certificate, a template form used in federal contract solicitations to certify the country of origin of end products being offered.
The certificate requires offerors to certify the origin status of all end products included in their proposal. Offerors must identify each end product as either a domestic end product, a qualifying country end product, or a foreign end product, providing line item numbers and countries of origin as applicable. The form includes definitions for key terms such as COTS items, components, domestic end products, foreign end products, and qualifying countries, which are referenced in the Buy American and Balance of Payments Program clause of the solicitation. Government evaluation will follow Defense Federal Acquisition Regulation Supplement (DFARS) Part 225 procedures, with qualifying country end products and domestic end products evaluated at offered price without applying an evaluation factor penalty, while foreign end products receive less favorable evaluation treatment. The certificate must be signed by an authorized company representative and includes certification that components of unknown origin for non-COTS items are presumed to be foreign-manufactured. This attachment is identified as Attachment 2 to solicitation FA700026Q0073.
