About this file

This document is an Attachment containing Salient Characteristics that specify technical requirements and deliverables for a federal contract opportunity involving small unmanned aircraft systems (sUAS) and associated services.

The contract requires four primary deliverables: (1) a Skydio X10D Starter Solution or equivalent complete, ready-to-fly sUAS kit including airframe, ground controller, three flight batteries, multi-battery charger, spare propellers, and weatherproof transport case; (2) a Skydio NightSense with IR Attachment or equivalent night operations system enabling zero-light autonomous navigation with detachable infrared illuminator; (3) Skydio X10D In-Person Operator Training for up to four students delivered over a minimum of two full days combining classroom and hands-on flight instruction, resulting in certificates of completion; and (4) Skydio X10D Instructor Training or equivalent train-the-trainer course for up to two students with basic operator training as a prerequisite, focusing on instructional techniques and resulting in instructor certification. The sUAS must meet specific performance standards including minimum 40-minute flight time per battery, 5-mile operational range, 40 mph flight speed, IP55 ingress protection rating, 360-degree autonomous obstacle avoidance, and GPS-denied navigation capability using visual-based systems. The integrated sensor suite must include a radiometric thermal camera (≥640x512 resolution, ≤30 mK sensitivity), narrow-angle zoom camera (≥48 MP), wide-angle camera (≥50 MP), and 1000-lumen low-light/NightSense capability. All equipment must be NDAA-compliant and listed on the DIU Blue UAS Cleared List at proposal submission. Software licensing must provide perpetual, non-transferable licenses for core autonomous flight systems with minimum three years of maintenance and support included.

SALIENT CHARACTERISTICS

"Skydio X10D Starter Solution (Multi-Band, IR) NA + VT300-Z" or equal:

An equivalent sUAS "Starter Solution" must be a complete, ready-to-fly kit that meets or exceeds the following specifications:

• Complete Kit: Must be delivered as a comprehensive kit including, at a minimum: one (1) sUAS airframe, one (1) compatible ground controller, three (3) flight batteries, one (1) multi-battery charger, a set of spare propellers, and one (1) rugged, weatherproof transport case.

• Flight Performance: The sUAS must have a minimum flight time of 40 minutes per battery, a minimum operational range of 5 miles, a minimum flight speed of 40 mph, and an Ingress Protection rating of at least IP55.

• Autonomous Navigation: The sUAS must be capable of autonomous flight, 360-degree obstacle avoidance, and return-to-home functionality in GPS-denied/jammed environments using a visual-based navigation system (e.g., Visual Inertial Odometry).

• Integrated Sensor Suite: The sUAS must come with an integrated multi-sensor payload that includes:

• A radiometric thermal camera with ≥ 640x512 resolution and ≤ 30 mK thermal sensitivity.

• A narrow-angle (zoom) camera with ≥ 48 MP resolution.

• A wide-angle camera with ≥ 50 MP resolution.

• Low light/NightSense equipped with a 1000-lumen sensor light and utilizes NightSense AI flight capability for mapping and obstacle avoidance in zero light environments.

• Security Compliance: The sUAS, controller, and all data links must be fully NDAA-compliant and the sUAS model must be listed on the DIU Blue UAS Cleared List at the time of proposal submission.

• Software Licensing: Must include a perpetual, non-transferable software license for the core autonomous flight system, with a minimum of three (3) years of included software maintenance and support.

"Skydio NightSense with IR Attachment for X10D" or equal:

An equivalent night operations system must consist of software and hardware that provides the following capabilities:

• Zero-Light Autonomous Navigation: Must enable the sUAS to perform its full 360-degree, omnidirectional obstacle avoidance and autonomous navigation functions in complete darkness (0 lux environment).

• Hardware Illumination: Must include a detachable, airframe-mountable active infrared (IR) illuminator to enable the sUAS visual navigation sensors in the dark.

• Software Licensing: Must include a perpetual software license to enable the advanced autonomy features for night operations, with a minimum of three (3) years of included maintenance and support.

"Skydio X10D In-Person Training" or equal:

An equivalent operator training package must meet the following requirements:

• Scope: Training must be for up to four (4) students.

• Duration: Must provide a minimum of two (2) full days of instruction.

• Format: Must be delivered in-person and include both a classroom/ground school portion and a hands-on, live-flight field portion.

• Curriculum: The training must cover, at a minimum, the full operation of the sUAS, the ground controller, and all associated software applications.

• Certification: Participants who successfully complete the course must receive a certificate of completion from the training provider.

"Skydio X10D Instructor Training" or equal:

An equivalent "train-the-trainer" course must meet the following requirements:

• Prerequisite: Successful completion of the basic operator training course (item #3) must be the required prerequisite for all attendees.

• Scope: Training must be for up to two (2) students.

• Curriculum: Must be an advanced course focused on instructional techniques. Students must learn how to effectively teach the sUAS ground school material and how to instruct and evaluate student pilots during live flight operations (e.g., using flight cards or a similar methodology).

• Certification: Participants who successfully complete the course must receive an instructor certificate from the training provider, qualifying them to train other operators within their organization.
