All quotations must be submitted electronically through the Procurement Integrated Enterprise Environment (PIEE) website in Japanese Yen, and offerors must maintain active System for Award Management (SAM) registration. Vendors are subject to a pre-award survey to evaluate financial resources, performance capability, and past performance history, with potential evaluation through the Supplier Performance Risk System (SPRS). The place of performance is Honcho, Yokosuka, Kanagawa 238-0041, Japan, where the aerial platform will be delivered and final inspection and acceptance will be conducted. Foreign entities should be aware of potential 2% federal excise tax withholding requirements and may need to submit an IRS Form W-14 to claim exemptions.
