About this file

This document is a Question and Answer (Q&A) Form for solicitation N4008426Q1003, a FY26 procurement of an aerial platform for NAVFAC FE (Naval Facilities Engineering Command Far East) in Yokosuka, Japan. The Q&A form addresses six vendor questions regarding specification details for a JLG 660SJ aerial platform, including platform capacity (249kg), overall length (10,010mm), and quantity clarification (1 unit, not 2). Key clarifications include confirming platform specifications are acceptable, confirming the required quantity is 1, and specifying that a government-owned crane and crew will perform man-lift off-loading at the transportation compound. Vendors were instructed to fill out specific blocks on the solicitation form (17a, 30a, 30b, 30c) and submit pricing based on the corrected quantity of 1 unit.

which is correct?

4 12/22/2025 Do you also provide a government-owned crane and crew to perform man-lift off-loading from the commercial trailer at the transportation compound, as stated in the Q&A Form of N4008426Q1002-NO.4?"

Government owned crane and crew will perform man-lift off-loading from the commercial trailer at transportation compound. Prior to delivery, vendor must provide man-lift lifting specification for lift plan development and reviewed/approved by crane crew before delivery.

5 12/22/2025 The 'SUBMISSION REQUIREMENTS & BASIS OF EVALUATION' (P42) requires us to fill in blocks 17a, 30a, 30b, and 30c. However, the cover page indicates that the offeror is to complete blocks 12, 17, 23, 24, and 30. I would like to clarify this discrepancy

Fill out blocks 17a, 30a, 30b, and 30c. 23 and 24 follows under "See Schedule" which is within CLIN 0001. Block 12 doesn’t apply.

6 12/22/2025 In Section B of the RFQ, the quantity is listed as 2, though the amendment clarifies it as 1. When we submit our offer, should we enter the unit price and total amount based on the corrected quantity of 1? Please advise on the correct way to complete Section B under these circumstances?
