About this opportunity

Air Education and Training Command is preparing to procure e-testing software supporting both paper-based and online assessment delivery at the Officer Training School (OTS) by issuing a formal solicitation following this sources sought notice; responses to the sources sought are due June 29, 2026. This is a Request for Information only; no contract will result from this inquiry, though respondent information may be incorporated into the future acquisition strategy.

The Holm Center, which commissions 80 percent of USAF officers, requires software capable of handling over 5,000 student assessments annually while maintaining backward compatibility with existing ParTest and ParScore test bank architecture to preserve historical test item performance statistics and enable seamless data migration. The government has specified Scantron Eva Exam software as the product to be procured. The system must support customizable analytics organized by class, squadron, and flight performance; role-based security with differentiated permissions for test administrators, instructional design teams, and leadership; browser lockdown functionality; and multiple data export formats (Excel, PDF). Required platform compatibility includes Windows 11 or higher for administrators, Microsoft Edge, Chrome, and Firefox browsers, and Windows and Apple devices including tablets. The software must achieve WCAG 2.0 Level AA accessibility compliance and include a 30-day sandbox testing environment for compatibility verification.

The procurement includes hardware peripherals—iNSIGHT ES4 scanner with duplex capability and 24-pound Scantron paper—US-based technical support Monday through Friday, initial training for test administrators and instructional design staff, unlimited technical telephone support, and original equipment manufacturer warranties. Delivery is required to Building 1487, Room C106, Maxwell Air Force Base, Alabama. All items must be brand new; refurbished items are not authorized.

Responses to the sources sought should be submitted by email to SrA Malik Bacon or 1Lt John Putnam no later than 1:00 p.m. Central Standard Time on June 29, 2026. Respondents should not submit competition-sensitive or proprietary information, as submissions will not be returned and respondents will not be reimbursed for response costs.

Notice text

The Holm Center is responsible for commissioning 80 percent of USAF officers. We need to be able to validate learning outcomes in both paper-based and online testing. Paper-based is required when internet connectivity is poor/down on the OTS campus, whereas online assessments can be utilized when internet connectivity is functional. This system must interface with existing test bank architecture (ParTest and ParScore) to maintain test item statistics for our existing test banks, and to retain our historical assessment data.  Please be aware that this is just a Request for Information and no contract will result of this inquiry.
