About this opportunity

The Department of the Air Force Air Education and Training Command seeks brand-name Scantron Eva Exam software licenses and related services, with proposals due July 30, 2026. This is a 100% Total Small Business set-aside, but the procurement is restricted to brand-name Scantron products under a Determination & Findings justifying single-source acquisition; the contracting officer determined that Scantron Eva Exam is the only commercial solution with native downward compatibility to import and preserve the Holm Center's entire historical testing database built on proprietary Scantron legacy platforms (ParTest and ParScore), and that procuring alternative software brands would result in catastrophic loss of historical assessment data and unacceptable delays to the Officer Training School mission.

Place of performance is Maxwell Air Force Base, Alabama. The Holm Center requires seamless backward compatibility with existing ParTest and ParScore test banks to preserve thousands of historical test questions and item performance statistics. The software must support hybrid test delivery and scoring for both paper-based and online assessment administration, support 5,000+ annual student assessments, include role-based security with differentiated permissions, comply with WCAG 2.0 Level AA, operate across Microsoft Edge, Chrome, and Firefox, and include an iNSIGHT ES4 scanner with document feeder and duplex capability. The contractor must provide US-based Monday-Friday technical support, comprehensive user training, and digital user guides. Delivery is required on or before August 30, 2026. The contract covers a base year (August 30, 2026 through August 29, 2027) plus four option years. The estimated total award amount is $34 million. Award will be made to the lowest-priced offeror meeting minimum criteria without further discussions. The NAICS code is 541519, Other Computer Related Services; PSC code is 7A20, IT and Telecom – Application Development Software (Perpetual License Software).

Notice text

The Holm Center requires the brand-name Scantron Eva Exam software suite to upgrade its legacy testing infrastructure and ensure continuous testing capabilities via both paper-based and online modalities during campus network outages. Because the Holm Center's entire historical testing database and exam statistics are built on proprietary Scantron legacy platforms (ParTest and ParScore), Scantron Eva Exam is the only commercial solution with the native downward compatibilitiy required to import and preserve this critical legacy data. Restricting this procurement to the brand-name Scantron brand is essential; procuring any other software brand would result in a catastrophic loss of historical assessment data, force redundant labor to manually rebuild thousands of test questions, and cause unacceptable delays to the Officer Training School (OTS) mission.
