About this file
This is a Statement of Requirements (SOR) for eTesting software to modernize assessment capabilities at the Holm Center, which commissions approximately 80 percent of all USAF officers. The Holm Center requires comprehensive test delivery and scoring software that supports hybrid assessment delivery through both paper-based and online administration. The software must be fully backward compatible with the existing ParTest and ParScore test bank architecture to preserve historical test item performance statistics and enable seamless data migration of thousands of existing test questions. The system must handle over 5,000 student assessments annually, support multiple data import/export formats (Excel, PDF), include lockdown and time-elapse features for test security, provide detailed test item analysis, enable test rescoring and retakes, and generate both printed test booklets for Scantron forms and online test delivery. The specified product is Scantron Eva Exam software, identified as the updated direct replacement for the unsupported ParTest and ParScore suite.
Required software specifications include compatibility with ParTest and ParScore for direct import of test banks and historical data; customizable analytics organized by class, squadron, and flight performance levels; role-based security with differentiated permissions for test administrators, instructional design department chairs, and leadership; platform compatibility with Windows, Apple, and tablets; browser support for Microsoft Edge, Chrome, and Firefox; WCAG 2.0 Level AA accessibility compliance; and a 30-day sandbox environment for compatibility testing. The procurement includes hardware peripherals (iNSIGHT ES4 scanner with duplex capability and 24-pound Scantron paper), US-based technical support Monday through Friday, initial training for test administrators and instructional design staff, unlimited technical telephone support, and original equipment manufacturer warranties. Delivery is required to Officer Training School (OTS) at 550 E. Maxwell Blvd, Building 1487, Room C106, Maxwell AFB, Alabama 36112. All items must be brand new; refurbished items are not authorized. This procurement supports the Air Force's efforts to modernize officer training infrastructure and improve assessment capabilities.

Statement of Requirements eTesting Officer Training School/Holm Center/DE
1.0 PURPOSE. Modernize assessment capabilities across the USAF officer school training complex. The Holm Center is responsible for commissioning approximately 80 percent of all USAF officers, making a robust, reliable yet flexible testing essential. The system must support validation of learning outcomes through both paper-based and online testing—paper-based delivery when campus internet connectivity is limited or unavailable, and online testing when connectivity is reliable. The solution must also interface seamlessly with existing test bank architecture (ParTest and ParScore) to preserve historical test item performance statistics and enable long-term tracking of curriculum effectiveness.
2.0 DESCRIPTION OF ITEMS. The requested requirement is for comprehensive test delivery and scoring software. The software must provide hybrid assessment delivery (both paper and online administration). Online assessments must allow test-takers to log in and complete their assessments; software must be able to receive student data in multiple formats (e.g. Excel, PDF, etc.) and export student data (test results) in multiple formats (e.g. Excel, PDF, etc.); activate lockdown and time-elapse features when test is initiated to prevent test compromise and ensure test-taker time requirements. Software must analyze test results; store tests as individual test-takers and/or across multiple class rosters for data aggregation; capture test-taker date; rescore tests when applicable test item analysis/challenges are requested; enable test-takers to retake test when required; and contain immediate test soring feature. In addition, the software must include the ability to create (build), modify, and store multiple test item banks; provide detailed test item analysis to evaluate the effectiveness of test questions; allow questions to be imported from various sources or creation of new ones; employ testing lockdown features in alignment with emergency test stoppage (continuation feature upon emergency completion). It must also generate printed test booklets for use with Scantron forms or deliver tests online; provide test statistics and test validation features. Software must have the capability to seamlessly provide over 5000 student assessments annually.
Brand name: Scantron Eva Exam software is the updated direct replacement for the now unsupported Scantron ParTest and ParScore software suite. It is fully backward compatible with the existing proprietary architecture, allowing us to seamlessly import test question banks from the obsolete (existing) platform into the new system. This compatibility is critical, as it preserves historical test item performance statistics and aggregated data across multiple cohorts, both past and present. In addition, the existing test banks represent thousands of labor hours. Upgrading to a compatible, modern solution is the most efficient use of time, funding, and personnel, and avoids significant costs associated with recreating assessment content.
2.1 SOFTWARE SPECIFICATIONS REQUIRED
2.1.1 Software must be compatible with ParTest and ParScore allowing direct import of existing test banks and historical data from obsolete (existing) software.
2.1.2 Must capture test item performance past to present in content transfer conversion.
2.1.3 Have robust customizable analytics package that is customizable to organizational hierarchy used in OTS: overall class performance, squadron performance, and individual flight performance.
2.1.4 Role-based security allowing different permissions between the test administrator, department chairs on instructional design teams, and leadership; ability to view performance across the enterprise.
2.1.5 Operate in both paper-based and digital environments.
2.1.6 Ability to import student data with customized student IDs used to onboard students in OTS environment.
2.1.7 Provide browser lockdown capability to preclude test compromise in a digital environment.
2.1.8 Platform agnostic for end-users (laptop and tablet with different operating systems (Windows and Apple device compatibility)
2.1.9 Test Administrator must operate in Windows 11 or higher environment (with software upgrades coinciding with any Windows upgrades)
2.2.0 Software compatible with relevant plug-ins to ensure test security
2.2.1 Software “sandbox” experience for 30 days to ensure compatibility with current system using current test items
2.2.2 Supported by multiple browsers for online exam participants (Microsoft Edge, Chrome, Firefox, etc.)
2.2.3 Ability to export test result data in multiple formats and reports.
2.2. EQUIPMENT AND OTHER PERIPHERALS REQUIRED
2.2.1 Software (Scan Station License) downloads to stand-alone computer (nonNIPR).
2.2.2 Tech support (US-based) Monday – Friday.
2.2.3 Software updates completed outside testing timeframes.
2.2.4 WCAG 2.0 Level AA compliant
2.2.5 iNSIGHT ES4 scanner (document feeder; duplex capability; B/W with 200 dpi resolution; twain driver; multipage TIFF files with group IV compression)
2.2.6 24-pound scantron paper or equivalent

Scantron created both software products and the proprietary architecture is compatible between these software products. The upgrade (Eva Exam) will streamline the upgrade conversion and support both paper-based and online testing. Additionally, this supports AFAC line of effort to recruit the Airmen and Guardians the Nation needs to win any future fight.
