About this opportunity
The Air Force Sustainment Center seeks design, fabrication, installation, and integration of fall protection/fall arrest systems for C-130 aircraft programmed depot maintenance at Robins Air Force Base, Georgia, with proposals due August 26. This is a sole-source procurement awarded to EXP Energy Services Inc.; the justification cites EXP's proven design already operational in Building 91 Bay 1, plus substantial schedule and cost risks associated with competitive reengineering.
Place of performance is Robins AFB, Warner Robins, Georgia. The requirement covers four FAS installations in Building 2390 (base) and seven installations in Building 91 (option), each accommodating simultaneous fall protection for up to 18 personnel across C-130 wings, center-wing box, empennage, and horizontal stabilizer for both standard and stretched fuselage variants. The contractor must use passive systems prioritized as guard rails, fall restraint, and fall arrest means, with self-retracting lifelines featuring 316 stainless steel cables and permanent tag lines. All work must comply with AFOSH, OSHA 29 CFR 1910/1926, and ANSI Z359 standards with minimum safety factor of 2.
The contractor must be a structural and safety professional engineering firm licensed in Georgia with current ISO 9001:2015 quality management certification and a designated structural and safety Professional Engineer on staff throughout performance. Deliverables include operation manuals, maintenance manuals, SolidWorks models, technical drawings, and training comprising four hours of operator familiarization and eight hours of maintenance instruction for up to ten personnel, completed within 14 days of first unit delivery. Delivery is scheduled at six-month intervals beginning six months after award through 42 months for the Building 91 option.
The total contract value is $8,921,825 ($3,244,300 base for Building 2390, $5,677,525 for Building 91 option), with each bay installation priced at $811,075. The NAICS code is 333923; PSC code is 4240.
Notice text
The Contractor shall provide all materials, parts, equipment, engineering, labor, shipping and travel necessary to provide fabrication, installation, and integration of a fall protection/fall arrest system (FAS) for C-130 programmed depot maintenance (PDM) performed in B2390 (See Table 1: Summary of Requirements), plus an option for B91 (See Table 2: Summary of Requirements). The system shall provide fall protection for maintenance operations performed on the C-130 wing, center-wing box, empennage, and horizontal stabilizer. The installed FAS shall accommodate non-stretched and stretched C-130 fuselage variants. The Government prefers one FAS that provides fall protection for both variants. The contractor shall use passive systems, such as guard rails, fall restraint, and fall arrest means in this order of government preference. The system shall not contact any aircraft components. Delivery shall include operation manuals, maintenance manuals, recommended preventive maintenance, drawings, SolidWorks models and training of 402d Aircraft Maintenance Group (AMXG) at Robins Air Force Base (AFB), Georgia...
