The contractor must use passive systems prioritized as guard rails, fall restraint, and fall arrest means, with self-retracting lifelines featuring 316 stainless steel cables, visual impact indicators, and permanent tag lines. The system must have an engineered design with minimum safety factor of 2 per OSHA regulations, industrial-grade corrosion-resistant coatings in safety yellow, and professional engineer certification confirming compliance with OSHA and ANSI standards. Deliverables include operation manuals, maintenance manuals, SolidWorks models, technical drawings, and training comprising four hours of operator familiarization and eight hours of maintenance instruction for up to ten operators at Robins AFB, completed within 14 days of first unit delivery.
The contractor must be a structural and safety professional engineering firm licensed in Georgia with current ISO 9001:2015 quality management certification and a designated structural and safety PE on staff for the duration of performance. The work will be performed at Robins AFB with normal hours 6:30 a.m. to 3:15 p.m. EST, Monday through Friday, with government flexibility to adjust schedules and shifts. The contractor must comply with AFOSH, OSHA, and ANSI standards; submit a Quality Control Plan within 15 days of award; establish an acceptable Safety and Health Plan within 10 days of award; complete Environmental Management Systems and Energy Management System training; obtain DBIDS badging for all personnel; and maintain OPSEC and supply chain risk management procedures.
