About this opportunity
The United States Property & Fiscal Office for the Texas Air National Guard seeks installation of new 3-phase primary underground electrical service at Ellington Field Joint Reserve Base in Houston, Texas, with quotes due July 29, 2026. The procurement is a total small business set-aside, restricting competition to firms meeting the small business size standard of $45 million under NAICS 238210.
Place of performance is Ellington Field Joint Reserve Base, 14657 Sneider Street, Houston, Texas 77034. The work entails replacing failed underground primary electrical service between an existing tap box and transformer supplying the mobile shooting range. The contractor must install 4-inch PVC conduit via directional boring, furnish and install three new medium-voltage primary cables rated for 15-kV class service compatible with the existing 12.47 kV distribution system, perform all terminations per manufacturer specifications, and restore all disturbed surfaces to original or better condition. The contractor bears full responsibility for field verification of dimensions, routing, and utility locations through Texas 811 contact, ground-penetrating radar, and potholing; comprehensive pre-installation and post-installation testing per IEEE 400 Series, NETA ATS, and manufacturer specifications; and coordinating all electrical outages with 15 business days' minimum advance written notice. A minimum one-year workmanship warranty and manufacturer warranties are required, along with final as-built documentation.
Contract magnitude is between $25,000.00 and $50,000.00 as a firm-fixed-price purchase order. Period of performance is 60 calendar days after Notice to Proceed. The RFQ is issued under FAR Part 12 commercial acquisition procedures. If the resulting purchase order price exceeds $35,000.00, FAR Clause 52.228-13, Alternative Payment Protections, applies, requiring a payment bond equal to 100 percent of contract price within 10 days of award. Award will be made to the responsible vendor whose quote is most advantageous considering only price and price-related factors. Williams Diversified LLC was awarded Purchase Order W50S77-26-P-A007 in the amount of $47,493.24 on September 22, 2026.
