About this file
This is a Statement of Work (SOW) for the Texas Air National Guard 147th Attack Wing detailing the installation of new 3-phase primary underground electrical service at Ellington Field in Houston, Texas. The project number is FWJH262710, dated July 16, 2026.
The scope of work requires the contractor to replace a failed underground primary electrical service between an existing tap box and transformer that supplies power to a mobile shooting range, which is currently non-operational. Key work tasks include: contacting 811 prior to any excavation to verify utility locations (with the contractor assuming full responsibility for any damage); installing new 4-inch PVC conduit via directional bore as the primary installation method; furnishing and installing three new medium-voltage primary cables; performing all terminations at the existing tap box and transformer; and coordinating all required electrical outages with the Government. The existing electrical distribution system operates at 12.47 kV utilizing 15-kV class equipment. The contractor assumes complete new conduit installation is required unless otherwise approved by the Government, and existing conductor material is unknown, requiring the contractor to furnish materials ensuring compatibility with the existing system.
Comprehensive testing and commissioning are mandatory, including visual inspection, continuity testing, phase identification, insulation resistance (Megger), VLF withstand and Tan Delta testing, cable sheath integrity testing, grounding continuity verification, voltage verification, functional operational testing, energization/startup testing, transformer turns ratio testing, and infrared thermographic scans after energization. All test results must be submitted to the Government and approved prior to final acceptance. Testing shall comply with ANSI/NETA ATS, IEEE Standards, UFGS, NFPA 70 (NEC), NFPA 70B, NESC, IEEE C57 and C400 series standards, and manufacturer recommendations. Additional deliverables include certified test reports, equipment calibration certificates, manufacturer startup documentation, test technician qualifications documentation, and a final commissioning report. Surface restoration is required for asphalt, concrete, turf, irrigation systems, pavement striping, gravel, and sidewalks to equal or better than pre-construction condition. The contractor must provide a minimum one-year workmanship warranty and manufacturer warranties for all installed equipment, with as-built documentation including redline drawings, final as-built drawings, cable routing details, conduit depths, and cable identification schedules. A minimum of fifteen business days' advance written notice is required for planned outages, with coordination required among Civil Engineering Squadron, Security Forces, Fire Department, Communications, and Operations. All work must be coordinated with the 147 Civil Engineer Squadron two weeks prior to commencement, and final inspection will include representatives from multiple departments with all deficiencies requiring correction prior to project closeout.
