This is Amendment 0003 to solicitation W50S7726QA001, issued by the Army Corps of Engineers on 21 July 2026 for the Texas Air National Guard 147th Attack Wing. The amendment adds FAR Clause 52.228-13, Alternative Payment Protections, which becomes effective if the resulting purchase order price exceeds $35,000.00.

The solicitation is for replacement of failed underground primary electrical service between an existing tap box and transformer supplying power to a mobile shooting range at Ellington Field Joint Reserve Base, Houston, Texas. This is a 100% small business set-aside with a small business size standard of $45,000,000 under NAICS code 238210 (Electrical Contractors and Other Wiring Installation Contractors). The project magnitude is estimated at $25,000.00 to $50,000.00 with a period of performance of 60 days after Notice to Proceed. The acquisition is being conducted as a commercial construction acquisition under FAR Part 12. Award will be made to the responsible vendor whose quote conforms to the Request for Quotation and is most advantageous to the government considering only price and price-related factors. The amendment requires contractors to submit a payment bond equal to 100 percent of the contract price within 10 days of contract award, with protection extending through the full contract performance period plus one year.
