About this opportunity

The Federal Highway Administration's Eastern Federal Lands Highway Division is seeking calibration services for laboratory materials and testing instruments at its Materials Laboratory in Sevierville, Tennessee. The procurement is intended as a sole-source award to InstroTek, Inc., though all responsible sources may submit quotations for consideration. The contractor must provide calibration, standardization, and check (C/S/C) services meeting ISO/IEC 17025 certification requirements and comply with AASHTO R-18 and ASTM C1077 standards. Key qualifications include familiarity with specialized laboratory equipment across multiple categories—including soils and aggregate testing, asphalt mixture and binder testing, and concrete testing equipment—and the ability to provide detailed calibration certificates within 15 business days of service completion. Quotations must be submitted by 9:00 AM EST on January 12, 2026, via email to Regina.McDonald@dot.gov or by mail, and offerors must have active System for Award Management (SAM) registrations with current Unique Entity Identifier (UEI), Federal Tax ID, and CAGE Code information.

The solicitation uses simplified acquisition procedures under Federal Acquisition Regulation 12.201-1 with no small business set-aside designation. InstroTek, Inc. is identified as the incumbent and sole-source vendor, selected based on their integrated calibration and repair capability, operational knowledge of FHWA's specific equipment since 2021, availability of proprietary repair parts, and ability to perform on-site work without jeopardizing laboratory accreditation compliance. The estimated contract value is $60,000 for a one-year performance period, with an initial on-site service scheduled in January 2026 and a follow-up service six months later. The contractor will service a comprehensive equipment inventory spanning multiple laboratory sections with calibration frequencies ranging from 6 to 36 months. On-site work will occur between 0700-1530 Monday through Friday, with the laboratory retaining the right to modify the equipment list and schedule on a case-by-case basis as needed.
