About this opportunity
The United States Air Force Reserve Command seeks delivery of a customized virtual training package featuring live-facilitated virtual simulation, customized military scenario creation, and real-time technical and administrative support, with proposals due September 28. This is a total small business set-aside under a firm-fixed-price purchase order vehicle.
The requirement covers 62 purchased training hours distributed throughout a 12-month period from September 30, 2026 through September 29, 2027, with sessions spread across Reserve UTA weekends. Each session accommodates up to three individual avatar conversation scenarios running approximately 10–12 minutes each. One-on-one interaction will occur between the avatar and individual 655 ISRW members being evaluated, with two weeks' notice provided for upcoming UTA scheduling. Contractor personnel are not required to be physically present with the trainee but must operate the simulation from a contractor-determined location.
The core deliverable is an operational, AI-enabled avatar solution available at quote submission, including complete and unrestricted access to standard avatar and scenario libraries with editing rights, creation of one custom training scenario tailored to 655 ISRW operational requirements, and AI-enabled feedback reports measuring participant performance using government-defined scoring dimensions and metrics. The system must function on Air Force-managed computers without local software installation and may involve Controlled Unclassified Information. The contractor must provide facilitators, room managers, and ILS operators for all sessions. The government may convert up to three session hours to create an additional custom scenario or one session hour to generate six sessions' worth of feedback reports.
NAICS code is 611430, Professional and Management Development Training. PSC is U099. Evaluation uses simplified procedures: all timely quotations are ranked by price from lowest to highest, with the lowest-priced quotation evaluated first for technical acceptability; if acceptable, award is made to that offeror; if unacceptable, evaluation proceeds sequentially to the next lowest-priced quotation until a technically acceptable quote is identified.

Update #4 · Latest ·
The purpose of this amendment is to clarify that sessions will be spread out over the year of performance. This will be a one-on-one interaction between the avatar and the 64 IS member being evaluated. A notice of two weeks out on when (day/time) support on the upcoming UTA is required will be given.
The purpose of this amendment is to clarify that contractor personnel do not have to be present in the room with the 64 IS member being evaluated. However, contractor personnel will be required to run the simulation from a contractor determined location.
The purpose of this amendment is to publish formal responses to questions received prior to the solicitation closing deadline. Offerors must acknowledge and incorporate these questions and answers when preparing their final quotation.
SIMPLIFIED EVALUATION PROCEDURES
Due to fiscal year-end constraints, the Government will utilize simplified evaluation procedures as follows:
Initial Ranking: All timely quotations will be ranked in order of price, from lowest to highest.
Technical Evaluation: The lowest-priced quotation will be evaluated first to determine its technical acceptability.
Award Determination:
If the lowest-priced quotation is determined acceptable, evaluations will conclude, and award will be made to that offeror.
If the lowest-priced quotation is determined unacceptable, the evaluation will proceed to the next lowest-priced quotation. This sequential process will continue until a quotation is determined technically acceptable.
The purpose of this amendment is to extend the RFQ closing date.
The United States Air Force Reserve Command (AFRC) has a requirement for a customized virtual training package featuring live-facilitated virtual simulation, customized military scenario creation, and real-time technical and administrative support. The contractor will deliver virtual interactive training utilizing an interactive, AI-enabled avatar solution designed to measure and improve critical conversational elicitation techniques.
See attached RFQ for additional information and details.
