About this file
This is a Questions and Answers (Q&A) document for a Request for Quote (RFQ) solicitation for AI avatar-based training simulation services for the 655 Intelligence Squadron Reserve Unit (655 ISRW).
The government is seeking an operational avatar-simulation training system to deliver human intelligence elicitation scenario training. The solution may utilize autonomous AI with human scenario environment control, or allow human operators to respond to trainee inquiries through an AI avatar interface; both approaches are acceptable. The contractor must provide facilitators, room managers, and Interactive Live Simulation (ILS) Operators for all sessions, with the operator responsible for scenario environment control and workflow management. Sessions will accommodate 1-3 learners per one-hour training block, executing sequentially rather than concurrently. The minimum deliverable includes six standard scenarios with associated avatars, plus one custom scenario developed specifically for 655 ISRW operational requirements using scenario outlines provided by 64 IS at award. The government will utilize no classified data but may incorporate Controlled Unclassified Information (CUI) into scenarios. The contractor must provide an operational system available as of quote submission and include a brief capability statement demonstrating conformance with RFQ requirements. Training sessions will primarily occur during Reserve UTA weekends over a 12-month period totaling 62 session hours, with a separate 10-minute connectivity check conducted outside billable session time. Pricing for converted hours will not require separate line items for custom scenario development or AI-enabled feedback reports; all hours convert as priced. Non-verbal cue measurement may employ any acceptable methodology including webcam analysis, instructor observation, or AI assessment.

Text version
1. Is the solution expected to be a fully autonomous AI avatar or a human-operated avatar?
A: The solution may be autonomous AI with human scenario environment control.
2. Is the AI avatar expected to respond to end user questions/inquiries on its own based on underlying knowledge base from ISRW, or does a human respond to those questions however delivered via the AI avatar live?
A: Either solution is acceptable
3. If live sessions are contemplated, what value does the government believe AI avatar can provide compared to a live human instructor?
A: These sessions will simulate a human intelligence elicitation session. Eliminating humans is for cost savings.
4. Please define the role and responsibilities of the "Interactive Live Simulation (ILS) Operator."
A: The operator will provide scenario environment control and ensure workflow throughout the session.
5. Please clarify what is meant by "human-in-the-loop face adjustments."
A: The human operator may need to adjust the avatar’s reactions based upon the students progress.
6. What is the minimum acceptable size and scope of the standard avatar/scenario library?
A: Six scenarios and associated avatars.
7. Are contractors required to provide facilitators, room managers, and operators for every session?
A: Yes.
8. How many learners are expected per session and per one-hour training block?
A: 1-3.
9. Does one learner complete up to three scenarios during a session, or are the scenarios allocated across multiple learners?
A: Either depending on needs of student.
10. How are non-verbal cues expected to be measured (webcam analysis, instructor observation, AI assessment, etc.)?
A: Any method the resulting system utilizes is acceptable.
11. What Government-furnished materials, learning objectives, or subject matter expertise will be provided for development of the custom 655 ISRW scenario?
A: 64 IS will provide scenario outlines at award.
12. Is there an expected schedule or estimated frequency for the 62 session hours during the 12-month period?
A: The sessions will mainly take place on Reserve UTA weekends.
13. Should the required 10-minute connectivity check be included within the one-hour session unit?
A: No. It is outside the hour session.
14. For converted hours, should vendors provide separate pricing for custom scenario development and AI-enabled feedback reports?
A: No. The hours will convert as priced.
15. What information must be included in a quote to demonstrate conformance beyond pricing and delivery confirmation?
A: Please include a brief capability statement demonstrating the ability to meet the requirement of the RFQ.
16. Will newly developed/customized solutions be considered, or is the Government seeking an existing commercially available avatar-simulation training service?
A: An operational system must be available as of quote submission date.
17. Seat Count and Concurrent Users: The solicitation specifies at least one (1) concurrent active training room. Contractor requests confirmation of the maximum number of concurrent training rooms and the total number of individual learners or instructors who will access the platform during the 12-month delivery period. This directly affects infrastructure provisioning and per-seat licensing costs.
A: The session will execute one at a time.
18. The solicitation requires one (1) new custom training scenario tailored to the specific operational elicitation requirements of the 655 ISRW. Contractor requests clarification on the expected complexity of the custom scenario, including the number of distinct avatar characters, the depth of conversational branching, and whether any classified or CUI data will be incorporated into the scenario. This affects scenario development effort and any additional security controls required.
A: No classified data will be used. Some CUI may be utilized.
