About this opportunity
The General Services Administration seeks to award contracts to certified U.S. airlines to provide scheduled passenger transportation services for over 15,000 domestic and international routes. Airlines must be approved by the Department of Defense and have appropriate FAA certification, and must participate in the Civil Reserve Air Fleet program or receive a Letter of CRAF Technical Ineligibility. The contracts will be for one year starting October 1, 2024, with two additional option periods, and proposals are due in three groups from March 15 to April 19, 2024.

The services provided will support nearly all Federal agencies and other authorized users for government-wide travel for one year plus option periods totaling 15 months.

This procurement is for scheduled certificated U.S. airlines to provide passenger transportation services, Government-wide, for over 15,000 domestic/ international airport or city pairs. The requirement-type contracts will be for one year beginning October 1, 2024, plus one 2-month option period and one 1- month option period. The contracts are for the movement of passengers and are used by almost all Federal Agencies and various other authorized users. Travel agent services will not be solicited under this solicitation. Prior to award, air carriers must be approved by the Department of Defense (DOD), as well as have appropriate Federal Aviation Administration certification. Carriers who are otherwise eligible must also participate in the Civil Reserve Air Fleet (CRAF) program or receive a Letter of CRAF Technical Ineligibility from the United States Transportation Command (USTRANSCOM). For information regarding the CRAF program, call the DOD Commercial Airlift Division at (618) 229-4801. All responsible sources will be considered.
A Pre-solicitation Conference will be held on or about January 18, 2024. A notice will be posted on the SAM.gov web site for any changes regarding the conference; RSVP to https://docs.google.com/forms/d/e/1FAIpQLSdHwwFsfzUzi0bc7feAJRjub4ZjU-yKbVYg-DdxedUZ03DelQ/viewform.
The final solicitation will be issued on or about February 14, 2024. Group 1 proposals are due on or about March 15, 2024, Group 2 proposals on or about April 12, 2024, Group 3 proposals on or about April 19, 2024. Dates may vary and official dates for offer submission will be issued with the Final Solicitation. The FINAL SOLICITATIONS WILL BE AVAILABLE ONLY ON THE INTERNET AT SAM.GOV. This procurement is not set aside for small business concerns; however, all qualified small business concerns are encouraged to submit offers. The NAICS code for this procurement is 481111 and the size standard to be considered a small business is 1,500 employees or less.
