About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting quotations for the procurement and delivery of six specific brands and types of hydraulic oils to support the NOAA Ship Reuben Lasker's operational requirements. The requirement includes 500 gallons of PANOLIN HLP SYNTH 46, 20 gallons of SHELL TELUS S2 V 68, 15 gallons of SHELL OMALA S2 GX 220, 10 gallons of ATLAS COPCO ROTO XTEND, 10 gallons of CHEVRON RANDO ISO 46, and 20 gallons of SHELL OMALA 150, totaling 575 gallons for hydraulic power unit (HPU) and gearcase life cycle maintenance. The contract will be awarded on a best-value basis considering capability, availability, and price. Prospective offerors must submit quotations electronically by March 16, 2026, at 1600 PDT, with written questions due by March 13, 2026, at 1200 PST. Delivery is required by March 24, 2026, to the NOAA Ship Reuben Lasker at the 10th Avenue Marine Terminal in San Diego, California. Offerors must provide active SAM.gov registration, material specification sheets, authorized OEM letters confirming authorization to sell the products, liability insurance documentation, at least two references from similar jobs within the past three years, itemized cost breakdowns, and acknowledgment of all terms and conditions.
This solicitation is designated as a total small business set-aside under NAICS code 324191 (Petroleum Lubricating Oil and Grease Manufacturing) with a size standard of 900 employees, and no incumbent contractor information is provided in the available documents. The brand-name specification is justified based on compatibility requirements with existing HPU and gearcase systems, as mixing different hydraulic oil types could result in performance degradation and adverse effects on compression and consistency properties. The contract is structured as a firm fixed-price procurement under Simplified Acquisition Procedures, and the specific award value is not disclosed in the solicitation documents. Payment terms are Net 30, with invoices to be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform System (IPP). Delivery personnel must possess TWIC (Transportation Worker Identification Credential) cards for terminal access, and the vendor supplying the 500-gallon ISO HEES hydraulic oil must be certified to pump over water, delivering the oil via drums and pumping it into the ship's storage tank through a 2-inch camlock fitting.
