About this file
This is a Single Source Determination document using Simplified Acquisition Procedures for an action not exceeding the Simplified Acquisition Threshold, issued by the Department of Commerce, NOAA Office of Marine and Aviation Operations, Marine Operations Acquisitions Branch (Contract Number 140802-26-0197).
The requirement is for delivery of six specific brands and types of hydraulic oils to the NOAA Ship Reuben Lasker for required HPU and gearcase life cycle maintenance: PANOLIN HLP SYNTH 46, SHELL TELUS S2 V 68, SHELL OMALA S2 GX 220, ATLAS COPCO ROTO XTEND, CHEVRON RANDO ISO 46, and SHELL OMALA 150. The single source justification is based on compatibility with existing systems and equipment; these specific brands are currently in use in the ship's HPUs and gearcases, and mixing different hydraulic oil types could result in unknown performance degradation and adverse effects on compression and consistency properties. LCDR Michael Fuller, Acting Executive Officer of NOAA Ship Reuben Lasker, certified that this requirement constitutes the Government's minimum needs. The Contracting Officer made a final determination that only one source is reasonably available under the circumstances, as documented in the signed determination on the contract dated March 10, 2026.

SINGLE SOURCE DETERMINATION USING
SIMPLIFIED ACQUISITION PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 13.106-1(b)(1))
140802-26-0197
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Marine Operations Acquisitions Branch.
2. Description of supplies or services required to meet agency needs (including the estimated value).
Delivery of hydraulic oils to the NOAA Ship Reuben Lasker. Hydraulic oils need to be the following brands and types:
PANOLIN HLP SYNTH 46
SHELL TELUS S2 V 68
SHELL OMALA S2 GX 220
ATLAS COPCO ROTO XTEND
CHEVRON RANDO ISO 46
SHELL OMALA 150
These are the kinds currently used in our HPUs and gearcases, and we need the same oils for compatibility. Hydraulic oil is for required HPU and gearcase life cycle maintenance.
3. Identification of the single source or the brand name to be solicited.
Brand names are: PANOLIN HLP SYNTH 46, SHELL TELUS S2 V 68, SHELL OMALA S2 GX
220, ATLAS COPCO ROTO XTEND, CHEVRON RANDO ISO 46, SHELL OMALA 150
4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Compatibility to existing systems or equipment - Hydraulic oils need to be the above brands since they will be mixed with current oil stocks in their respective systems. Combining brands could result in unknown performance degradation. This lube oil is of the type that is called for in the manufacturer’s specs for the systems to be serviced.
5. Market Research.
There may be other hydraulic oils available that meet the requirements of the OEM, however it is unknown what effect mixing different types of hydraulic oil together has on the individual compression and consistency properties.
6. Technical/Requirements Representative Certification I certify that this requirement constitutes the Government’s minimum needs and the supporting data provided herein is accurate and complete to the best of my knowledge and belief.

7. Determination I hereby determine that the circumstances of this action deem only one source is reasonably available. This determination is accurate and complete to the best of my knowledge and belief.
