About this file
This is a Statement of Need for hydraulic oil acquisition and delivery to the NOAA Ship Reuben Lasker, contract number 140802-26-0197. The National Oceanic and Atmospheric Administration (NOAA) requires acquisition and pumping of six different types of hydraulic and lubricating oils totaling 575 gallons: 500 gallons of ISO HEES hydraulic oil, 20 gallons of ISO HV hydraulic oil, 15 gallons of ISO 12925-1 high-pressure gear lubrication oil, 10 gallons of ISO 6743/3/1A compressor oil, 10 gallons of ISO 46 hydraulic oil, and 20 gallons of ISO 12925-1 CKD high-pressure gear lubrication oil. These oils are required to replenish hydraulic power units (HPUs) and the ship's service air compressor before underway operations commence due to routine consumption during normal use.
Delivery is scheduled for March 24, 2026, to the NOAA Ship Reuben Lasker at the 10th Avenue Marine Terminal in San Diego, California. Special requirements include that delivery personnel must possess TWIC (Transportation Worker Identification Credential) cards for terminal access. The ISO HEES oil must be delivered via 500-gallon drums and pumped into the ship's H/O storage tank through a 2-inch camlock fitting; the vendor must be certified to pump over water, though booming is not required. All other oils must be delivered by bucket. The technical specifications emphasize that each system requires specific oil types matching current products (including Shell Panolin HLP Synth 46, Shell Tellus S2 VX 68, ATLAS COPCO Roto-xtend, Chevron Rando ISO 46, and Shell Omala brands), and mixing oils is expressly not recommended due to potential system damage from incompatible hybrid mixtures.

STATEMENT OF NEED
Hydraulic Oil – NOAA Ship Reuben Lasker
140802-26-0197
PURPOSE:
Acquisition and pumping of:
• 500 gallons of ISO HEES hydraulic oil
• 20 gallons of ISO HV hydraulic oil
• 15 gallons of ISO 12925-1 high-pressure gear lubrication oil
• 10 gallons of ISO 6743 /3 /1A compressor oil
• 10 gallons of ISO 46 hydraulic oil
• 20 gallons of ISO 12925-1 CKD high-pressure gear lubrication oil.
SCOPE OR MISSION:
Reuben Lasker HPUs and ship’s service air compressor require hydraulic oil replenishment ahead of start to underway operations.
BACKGROUND:
Reuben Lasker HPUs and ship’s service air compressor require oil replenishment due to routine use resulting in consumption of oil. This is necessary to ensure the safe and efficient continued operations of the systems.
TECHNICAL SPECIFICATIONS:
Lasker HPUs vary in construction and have differing manufacturer requirements. Below is an outline of those requirements by system:
The manufacturer for the anchor windlass recommends ISO HEES-type oil for its HPU operation and ISO 12925-1-type oil for its gear sump. At present, Lasker uses Shell Panolin HLP Synth 46 for the HPU and Shell Omala S2 GX 220 for the sump. Mixing oils is not recommended and could result in damage to the systems based on the properties of a hybrid mixture.
The manufacturer for the anchor bow thruster and the manufacturer for the steering pumps both recommend ISO HV-type oil for its operation. At present, Lasker uses Shell Tellus S2 VX 68. Mixing oils is not recommended and could result in damage to the systems based on the properties of a hybrid mixture.
The manufacturer for the air compressor recommends ISO 6743 /3 /1A-type oil for its operation. At present, Lasker uses ATLAS COPCO Roto-xtend. Mixing oils is not recommended and could result in damage to the systems based on the properties of a hybrid mixture.
The manufacturer for the watertight doors recommends ISO 46-type oil for its operation. At present, Lasker uses Chevron Rando ISO 46. Mixing oils is not recommended and could result in damage to the systems based on the properties of a hybrid mixture.
The manufacturer for the oceanographic winches recommends ISO 12925-1 CKD-type oil for its operation. At present, Lasker uses Shell Omala 150. Mixing oils is not recommended and could result in damage to the systems based on the properties of a hybrid mixture.
DELIVERY SCHEDULE:
March 24, 2026
NOAA Ship Reuben Lasker 10th Ave. Marine Terminal San Diego, CA
SPECIAL REQUIREMENTS:
• DELIVERY PERSONNEL MUST HAVE TWIC CARDS TO ACCESS TERMINAL
• Delivery of the ISO HEES oil requires pumping to ship’s H/O storage tank via a 2” camlock fitting
• Vendor must be certified to pump over water
• Booming is not required
• Delivery of ISO HEES oil should be by 55gal drum.
• Delivery of all other oils should be by bucket.
