The Department of the Air Force Air Education and Training Command is seeking a contractor to provide the Jet Introduction (JETI) Program, which will offer 1-hour incentive orientation flights for 500-2000 AFROTC cadets primarily at Maxwell AFB in Alabama. The primary objective is to expose cadets to high-performance aircraft, military-style flying, and formation flying operations to inspire interest in rated career fields. The solicitation will use a Performance Price Tradeoff (PPT) best value source selection process with four key evaluation components: Technical Acceptability, Past Performance Information, Price Proposal, and an overall Performance Price Trade-Off assessment. Technical evaluations will specifically examine airworthiness certificates, ejection seat operability, ejection seat training program documentation, and pilot qualifications. Offerors must submit their complete proposals electronically by 12:00 PM CDT on April 21, 2025, with any questions due by April 11, 2025 at 12:00 PM CST.

The contract is set aside as a Total Small Business opportunity, with a potential award value of $34,000,000 using NAICS code 611512 for Flight Training. The base contract period will run from May 26, 2025, to May 25, 2026, with four additional one-year option periods available through May 25, 2030. Each contract year will include 500 flight orientation sessions and two transit/support services, with a firm-fixed price pricing arrangement. Pilot qualifications require a minimum of 500 hours in military or former military aircraft, and contractors must provide documentation demonstrating airworthiness certification. The place of performance is Montgomery, Alabama (36113), specifically at Maxwell Air Force Base. The government intends to award the contract without discussions but reserves the right to conduct negotiations if deemed necessary.
