1. QUESTION: Performance Work Statement (PWS) Section 5.3 states ”contracted pilots shall have at least 500 hours in military aircraft” Do pilots have to be rated military aviators with 500 hours in military aircraft or can a civilian pilot who has 500 hours in a former military aircraft be acceptable? Example a civilian pilot who gained experience flying a retired military aircraft at airshows.

ANSWER: Pilots do not have to be military rated aviators. Example cited would be acceptable as long as the required in type hours are current and complete.

2. QUESTION: Is a completed DD Form 1821 and DD Form 2628 the preferred method to provide a pilot resume and document compliance?

ANSWER: These forms are acceptable but not required as this requirement is not subject to Defense Contract Management Agency (DCMA) 8210-D.

3. QUESTION: The PWS Section 5.4 did not mention compliance with DCMA Instruction 8210-1D Contractor’s Flight and Ground Operations. Is it a requirement under this contract to be compliant with the DCMA 8210-1D?

ANSWER: No, this requirement is Contractor Owned Contractor Operated (COCO) Civil Air Operations (CAO) and DCMA 8210-1D does not apply.

4. QUESTION: Is the Contracting Officer or the Contracting Officers Representative (COR) a qualified Government Flight Representative (GFR) in accordance with DCMA 8210-1D?

ANSWER: Not applicable.

5. QUESTION: Will the flight schedule be required to be on a DD Form 3062 or by other means?

ANSWER: The DD Form 3062 is acceptable; however, the contractor can use another form if that is their standard process. See PWS para 6.0 Table 1 for deliverable A002-P.

6. QUESTION: Has airworthiness planning been done with the USAF Technical Airworthiness Authority (TAA) to streamline the process for a Civil Aircraft Operation determination in accordance with AWB-340? If so, when will Aircraft Airworthiness Data Packages (AADP) be required to be submitted?

ANSWER: Not applicable. We are purchasing a commercial service and requiring only requiring an assigned Airworthiness Certificate or FAA equivalent.
