About this opportunity
The Department of State is seeking a fuel services contract for its embassy in Rabat, Morocco, soliciting quotations for 70,000 liters each of gasoline (essence) and diesel (gazole). The RFQ (Solicitation Number 19M05525Q0004) requires potential contractors to be established businesses specializing in fuel/petroleum products within Morocco, with electronic submissions due by June 16, 2025. Evaluation will be based on the lowest-priced acceptable offer, with the government intending to award the contract without further discussions, although they reserve the right to conduct discussions if necessary. Submissions must be in English, formatted in MS-Word 2007/2010, MS-Excel 2007/2010, or Adobe Acrobat PDF, with a maximum file size of 30MB. Quotations must include a completed SF-1449, pricing information, representations and certifications, proof of SAM registration, and a project manager description.
The solicitation is not specifically set aside for any particular business category, though the original documentation noted a potential Women-Owned Small Business (WOSB) designation. The contract will be a fixed-price arrangement with economic price adjustment to accommodate potential fuel price changes mandated by the Moroccan government. Delivery will be to the embassy located at Km 5.7, Avenue Mohamed VI, Souissi, Rabat, with fuel deliveries accepted between 08:00 and 16:00 Monday through Friday. The minimum order is 10,000 liters per fuel type, with a maximum total volume of 140,000 liters. All delivered fuel will be subject to quality and cleanliness testing, and the contract will be administered by the GSO Contracting department at the American Embassy in Rabat, with payment processed by the Financial Management Office.
