The program requires a contractor to provide and ship fuel sampling kits worldwide, coordinate shipping of samples to their laboratory, conduct fuel analysis, ensure quality control, retain/dispose of samples, and report results. The contract includes a one-year base period (August 1, 2024 - July 31, 2025) with four one-year options through July 31, 2029.
The contractor must maintain an ISO/IEC 17025:2005 certified CONUS-based fuel testing laboratory capable of processing 10 samples per day, with typical volume of 5 MGO samples per week. Key requirements include providing sampling kits with specific materials for collecting and shipping samples, conducting three test slates of fuel analysis within specified timeframes (3 business days for Test Slate 1), maintaining an online database for results, and employing qualified personnel including a Program Manager with relevant degree and 5 years experience. The contractor must participate in an industry fuel proficiency testing program and maintain strict quality control measures. The work requires shipping and testing capabilities across multiple worldwide geographic regions listed in detail, with fixed pricing required per region for sample shipping and analysis.

STATEMENT OF WORK
STATEMENT OF WORK (SOW)
FOR
FUEL SAMPLING PROGRAM
<Contracting Officer enter final date solicitation is released>
1.0 GENERAL
1.1 BACKGROUND
The United States Coast Guard (USCG) requires a Fuel Sampling Program (FSP) to analyze middle distillate/diesel (i.e. marine gas oil (MGO)) and aviation fuel (JP-5) quality. This program has been in place for over 20 years and continues to provide the USCG with both current and historical fuel quality data. Collecting as much fuel quality data as possible from ports all over the world will let the USCG know which ports and suppliers are providing the highest quality fuel, and to confidently avoid taking on lower quality fuel that could be detrimental to the USCG fleet.
