About this opportunity

The 354th Eielson Contracting Squadron, under the Department of the Air Force Pacific Air Forces, is soliciting Architect-Engineer (A-E) qualification packages to conduct a comprehensive code study of Amber Hall (Buildings 3112, 3113, and 3114) and Base Supply (Building 3426) at Eielson Air Force Base in Alaska. The A-E must evaluate each facility's alignment with current building, fire protection, and life safety codes, identify code deficiencies and safety risks, and recommend corrective actions. Key qualifications include licensed professionals in architectural, structural, mechanical, electrical, and fire protection engineering disciplines, as well as a Project/Program Manager, Industrial Hygienist, and Cost Estimator, with at least one team member licensed in Alaska for each discipline. The government will evaluate submissions using a Combined Technical/Risk Rating Method across five criteria: professional qualifications, specialized experience, capacity to accomplish work, past performance, and geographic proximity, with preference given to firms with DoD facility experience, cold climate design expertise, and Alaska-based offices. Offerors must submit an electronic SF-330 package including a cover letter, company information, teaming agreements, and up to five example projects by the deadline of December 1, 2025, with the government planning to hold discussions with the top three ranked firms and request pricing from the highest-ranked firm.

This solicitation is designated as a Total Small Business set-aside with no incumbent contractor identified. The contract period of performance is 90 days following the date of award, and no specific budget range has been disclosed in the solicitation documents. The place of performance is Eielson Air Force Base, located in Eielson, Alaska 99702. Interested firms should submit their qualification packages, including the Instructions to Offerors (Evaluation Factors Document), SF-330 (Architect-Engineer Qualification-Standard Form 330), and a Past Performance Questionnaire (PPQ), by the December 1, 2025 deadline. As-built documents for the project are available upon request by contacting the government Points of Contact, who will provide access through a DoD Secure Link. Recent amendments issued on November 5 and November 14, 2025 clarified that a Fire Protection Engineer is required (rather than a Civil Engineer), confirmed Alaska licensing requirements, and clarified that cold-climate design experience from international locations such as Greenland will be considered equivalent to U.S. arctic or sub-arctic project experience.
