About this file
This Statement of Work (SOW) details a code study for Amber Hall and Base Supply buildings at Eielson Air Force Base (EAFB) in Alaska. The project requires an Architect-Engineering (A-E) firm to conduct a comprehensive code investigation of Buildings 3112, 3113, 3114, and 3426, focusing on identifying and documenting code deficiencies, life safety risks, and recommending corrective actions. The study will involve three primary tasks: developing a work plan, conducting a detailed facility investigation, and producing a corrective actions report with construction timelines and cost estimates.
The investigation will comprehensively evaluate building codes, fire protection systems, accessibility, and mechanical/electrical/plumbing systems, with specific attention to known deficiencies such as inadequate fire suppression systems, egress issues, and non-compliant travel distances. The contractor must provide multiple deliverables, including a work plan, bi-weekly status updates, investigation reports, and a final corrective actions report. The project is scheduled for completion in 2025, with the contractor required to submit electronic and hard copy reports, provide detailed documentation, and comply with various government and technical requirements throughout the project lifecycle.

2 of 10 For Official Use Only - FOUO
1.0 INTRODUCTION
Eielson Air Force Base (EAFB) is located approximately 23 miles southeast of Fairbanks, AK.
Building 3112 was originally built in 1953 and has undergone numerous renovations. The building houses multiple base agencies with various functions including the base supply store, offices, and vehicle operations. The building is not on the SHPO historical register, however coordination with Eielson’s cultural resources team will be required prior to any construction activities. The Amber Hall building also includes Building 3113 and 3114.
Building 3426 was originally built in 1993. The building currently functions as Eielson AFB’s base supply and the headquarters for the LRS squadron.
There are several known code deficiencies in Amber Hall and Base Supply, but a full-scale study has not yet been performed on either building. To help identify and prioritize the necessary repairs, a full code study investigation, including a life healthy safety study, needs to be done.
2.0 DESCRIPTION OF SERVICES
The A-E shall perform a comprehensive code study of Amber Hall and Base Supply (B3426). The study shall evaluate each facility’s alignment with current building, fire protection, and life safety codes. The study of Amber Hall shall include Buildings 3112, 3113, and 3114.
The purpose of this project is to provide Eielson AFB with a report outlining the code deficiencies of each building, identify safety risks, show areas of noncompliance and recommend the corrective actions needed.
Amber Hall has a few known deficiencies including but not limited to the fire suppression system not being installed in the Command Post Training Office, the IG work room needing another means of egress, handrails in the stairways are too far apart, and Room 79 and vacant office areas within do not meet the 75ft common path of travel or 200ft travel distance. These deficiencies and their accompanying corrective actions should be included in the report.
Base Supply specifically has shortcomings with the fire suppression system. The report should include the flow requirements needed for each space and the corrections required to the existing suppression infrastructure (i.e. pipes, sprinkler heads, etc.).
As part of the final deliverables, the A-E shall provide construction timelines and cost estimates for the required repairs. Where appropriate and logical, repairs can be grouped into projects, a construction timeline provided for the projects. The A-E is expected to include drawings and photographs with the report.
3.0 SCOPE OF WORK.
The intent of this contract is to conduct and document a code study at Amber Hall and Base Supply. The work shall be divided into three (3) tasks. The Government shall neither approve payment for a task nor issue Notice to Proceed for the subsequent task until all work under the task is complete and the A-E has provided all the listed Contract Deliverable Items applicable to the task.
