About this file

This document is a set of Questions and Answers (Q&A) for FTQW 25-1108, a federal contract opportunity involving a comprehensive code study. The Q&A addresses three key clarifications for potential offerors: 1) The RFP has been updated to remove the requirement for a Civil Engineer and now specifically requires a Fire Protection Engineer, with additional engineers (Mechanical, Electrical, and Structural) needed to evaluate overall code compliance and MEP systems, 2) Professional engineering license requirements mandate that at least one team member must be licensed in the State of Alaska for each discipline, and 3) Design experience from cold-climate locations outside the United States (such as Thule Air Base and Pitufik Space Base in Greenland) will be considered equivalent to US-based arctic or sub-arctic project experience when evaluating proposals.

FTQW 25-1108, Code Study Questions

1. The SOW section 2.0 states that the A-E is to perform a comprehensive code study for alignment with the current building, fire protection, and life safety codes. These tasks are normally performed by a Fire Protection Engineer, but the "instructions to offers" document requests that the team include an architect, civil engineer, structural engineer, mechanical engineer, and electrical engineer. Please confirm that (given the scope of work) only a fire protection engineer is required.

Answer: The RFP has been updated to remove the requirement for a Civil Engineer and include a Fire Protection Engineer. The SOW does include an overall code compliance investigation, including MEP systems and IBC. These areas would more appropriately fall under a Mechanical, Electrical, and Structural Engineer to evaluate. Agreed that for the Life Health Safety analysis a Fire Protection Engineer is necessary.

2. Please confirm that, since this project is on federal land, a professional engineering license from any state is acceptable.

Answer: Per the RFP, Section 4.a.i, the offeror’s team shall include at least one staff member licensed in the State of Alaska for each of the disciplines listed.

3. Our engineers have completed numerous project at Thule Air Base, and now at the renamed Pitufik Space Base, in Greenland. This site is significantly farther north than Alaska. Please confirm that cold-climate experience outside of the United States will be considered in the evaluation of design experience.

Answer: Per the RFP, Section 4.b.4, comparable latitudes world-wide which meet the definition of arctic or sub-arctic will be considered equivalent to those which meet the criteria within the US.
