About this opportunity

The Federal Transit Administration seeks applied research concept papers through an unrestricted Broad Agency Announcement (Solicitation 693195-26-BAA-0001) on transit safety, accessibility, and mobility, with concept papers due November 6, 2026 at 11:59 PM Eastern Time. Amendment No. 0002, dated October 29, 2026, superseded the earlier October 19 concept paper deadline and the October 30 date set by Amendment No. 0001. No set-aside is used, and any responsible source other than federal government-owned businesses may submit. Place of performance is Washington, DC.

Selection is two-step. Concept papers, limited to five pages excluding the Quad Chart with a 10-point minimum font, must address one of 18 topics in Appendix C across six focus areas. Papers go electronically to Contracting Specialist Tennile Palmer and Contracting Officer Crystal Zorich. FTA completes evaluations within 60 days, and selected offerors have 60 days from official notification to submit proposals. Proposals include a Volume I technical proposal limited to 20 pages, cost and pricing data in Excel and PDF, and supplemental information. Technology readiness levels 3 through 6 are preferred, excluding levels 1-2 and 7-9, with a preference for TRL 3 proof-of-concept testing. Some Appendix C topics require transit operator or stakeholder commitments for testing and demonstration.

Individual awards typically range from $150,000 to $500,000, subject to fund availability. Awards are anticipated as firm-fixed-price, level-of-effort term contracts under FAR 16.206, though Appendix E also contemplates cost-reimbursable and hybrid structures, with cost-reimbursable contracts requiring justification of compelling need. Government share generally may not exceed 80 percent under 49 U.S.C. 5312(g) unless FTA determines substantial public interest or benefit exists. Cost sharing is preferred for projects with transit operator partnerships, and FTA may mandate it based on concept paper review.

Offerors must register in SAM.gov before award and submit a Section 889 representation (FAR 52.204-24) per Appendix D. Successful offerors must submit a Data Management Plan within 30 days of award, designate a Contracting Officer's Representative within five working days of award, and safeguard DOT sensitive data per NIST SP 800-171 Revision 2.
