About this opportunity
The Department of Energy's Idaho National Laboratory (INL) Facilities & Site Services division is seeking to identify vendors interested in attending an Industry Discovery Forum focused on electrical Transmission and Distribution (T&D) infrastructure improvement projects. The forum targets experienced T&D engineering firms and constructor teams capable of executing design-build projects on INL's 138 kV transmission system, which has operated for over 75 years and requires significant modernization to support future operational demands. Key qualifications include demonstrated experience in T&D infrastructure work and the ability to meet INL site requirements including safety compliance, access protocols, and potential Davis-Bacon and Service and Support Agreement (SSA) applicability. This Expression of Interest does not establish evaluation criteria for a formal procurement but rather serves as a mechanism to gauge vendor interest and develop an attendee list for the educational forum. Interested vendors must submit responses through the INL Vendor Portal by May 19, 2026, with supplemental notification emails sent to inlvendorportal@inl.gov and final submissions directed to Chase.Egbert@inl.gov.
This opportunity carries no set-aside designation and involves no identified incumbent contractors or award values at the pre-solicitation stage. The forum will be held at the INL complex in Idaho Falls in mid-June 2026 as a half-day event with limited, invitation-only attendance. Vendors seeking participation must provide company name and primary point of contact, descriptions of services supporting F&SS needs, the number of attendees requested, and a summary of relevant capabilities and resources. The EOI explicitly disclaims that participation does not constitute a request for proposal, guarantee future contracting opportunities, or guarantee inclusion on future solicitation lists, with all subsequent procurement actions expected to follow INL's established acquisition processes posted through the INL Vendor Portal and SAM.gov. The forum covers anticipated project work spanning fiscal years 2026-2031, providing vendors early visibility into infrastructure needs and requirements.

BACKGROUND
Facilities & Site Services (F&SS) at Idaho National Laboratory is planning to host an Industry Discovery Forum to engage with industry partners and provide early visibility into upcoming F&SS projects. This event aligns with INL’s ongoing commitment to collaborating with qualified vendors, strengthening competition, and expanding awareness of future opportunities. During this onsite forum, vendors will receive presentations covering anticipated scope needs, project timelines, and general requirements for upcoming electrical Transmission and Distribution (T&D) infrastructure improvement projects managed by F&SS. The purpose of this EOI is to gauge interest and develop a list of vendors who would like to attend the INL Industry Discovery Forum. F&SS intends to use a design-build project execution strategy and is seeking participation from experienced T&D engineering firms and constructor teams. INL’s desert site is powered by a DOE-owned 138 kV transmission system that steps down to distribution voltages across multiple complexes. The system has been in service for more than 75 years, and as INL’s mission grows, significant reliability and infrastructure projects are required to strengthen the system for future load demands.
