About this opportunity

The Department of the Air Force Air Education and Training Command seeks 106 FS Flight Control software licenses via RFQ FA300226R0023, with quotes due June 22, 2026. This is a brand name acquisition and other than full and open competition; no small business set-aside applies.

Place of performance is Randolph AFB, Texas. The requirement is for a 19th Air Force Pilot Training Transformation program supporting real-time instructor-led flight profile generation and modification. The Statement of Need specifies brand name only with no suitable equal, as FS Flight Control is the only commercial product providing real-time instruction tailoring and is accredited for use on the government's current Authority to Operate. Delivery is virtual; all licenses and support execute through the PTT Portal with required delivery by July 25, 2026. NAICS code is 513210 (Software Publishers); PSC is DA10 (IT and Telecom—Business Application/Application Development Software as a Service); size standard is $47 million.

The contract structure comprises a one-year base period (CLIN 0001) running July 25, 2026 through July 24, 2027, plus four one-year option periods (CLINs 1001, 2001, 3001, 4001) extending through July 24, 2031, for a total five-year performance window. Award will be made on initial quote submissions without interchanges unless the Contracting Officer determines interchanges are in the government's best interest. Quotes should present best terms on both price and technical grounds. Standard FAR commercial clauses apply, including 52.212-1 through 52.212-5. Submit quotes to Courtney Carter at courtney.carter.6@us.af.mil with copy to Gregory Olivar at gregory.olivar.1@us.af.mil. This is a follow-on to existing contract FA3002-23-P-0007.
