About this file
This is a Statement of Need (SON) for the procurement of 106 FS Flight Control software licenses for the 19th Air Force (19 AF) Pilot Training Transformation (PTT) program.
The 19th Air Force seeks FS Flight Control licenses to support its pilot training initiative, which integrates state-of-the-art commercial simulation environments and emerging learning technologies. The FS Flight Control licenses provide a touch-optimized instructor station that enables Instructor Pilots to generate and modify flight profiles in real time with numerous variables including start/end points, aircraft configuration, and weather conditions to tailor training to individual student needs. The requirement specifies brand name only with no suitable equal, as the current licenses are the only commercial product providing real-time instruction tailoring and are accredited for use on the government's current Authority to Operate (ATO). The licenses will be delivered to 19 AF/A5 at Joint Base San Antonio – Randolph AFB, Texas, with all delivery and support executed through the PTT Portal; no physical delivery is required.
The required delivery date for the licenses is 25 July 2026, with the countdown to expiration beginning from time of activation rather than delivery. The contract includes a base year of 12-month subscription coverage from 25 July 2026 through 24 July 2027, followed by four option years (OY1–OY4) extending through 24 July 2031. The contractor must provide software, maintenance and support agreements, support plans, documentation, and warranties. License quantities may require adjustment to accommodate fluctuations in the number of devices at the 19AF/FTCOE facility.
