About this file
This is a Sole Source (Including Brand Name) Justification document for simplified procedures concerning commercial items. The document justifies a procurement of 106 FS Flight Control software licenses for the 19th Air Force Flight Test Center of Excellence (19AF/FTCOE) under contracting activity 338 ESS/PKAA. The acquisition is a follow-on requirement to existing contract FA3002-23-P-0007, with an estimated contract cost within the >$75K and <$750K funding level and a funding category of 3400 (Operations & Maintenance).
The new contract will be firm fixed price for 106 annual licenses with four pre-negotiated option years. The base year license period runs from 25 July 2026 through 24 July 2027, with individual option years extending through 24 July 2031. Required delivery is 25 July 2026. FS Flight Control is identified as the only available flight control software with the necessary features, including touch-optimized instructor stations, real-time flight profile modification capabilities, and current Authority to Operate (ATO) accreditation for government systems. The justification cites IAW RFO 6.103-1(d) authority for other than full and open competition, noting that market research revealed no suitable commercial alternatives and identified only three potential vendors, two of which expressed interest in the acquisition. The government plans to solicit all three capable vendors rather than pursue full and open competition.
