About this opportunity

The USDA Agricultural Marketing Service's Commodity Procurement Program is soliciting bids for frozen and fresh raw beef products specifically for domestic food assistance programs. Under solicitation number 12-3J14-25-B-0531, the agency seeks to procure 840,000 pounds of beef fine ground frozen packages configured as 40 packages of 1-pound units each. This firm-fixed-price contract requires that all commodities must be products of the United States, with deliveries scheduled on an FOB destination basis. The solicitation operates as a combined synopsis and solicitation under FAR Part 12 for commercial products, with bids due by 1:00 PM Central Time on September 25, 2025. Acceptances will be announced by 5:00 PM Central Time on September 29, 2025, and all procurement activities will be conducted electronically through USDA's Web Based Supply Chain Management system.

This procurement includes a 10% Service Disabled Veteran Owned Small Business set-aside, demonstrating the government's commitment to supporting veteran-owned enterprises. The solicitation implements a probationary period for contractors new to USDA operations, limiting initial awards to a maximum of 10 truckloads per product to manage risk and ensure performance capability. Deliveries are scheduled between November 16-30, 2025, to multiple destinations across the United States including facilities in Arkansas, Missouri, Connecticut, Florida, Georgia, Illinois, New Hampshire, New Jersey, Texas, Nebraska, and the Virgin Islands. The contract falls under NAICS code 311611 for Animal Slaughtering operations and PSC code 8810 for Live Animals Raised For Food. No incumbent contractors or specific budget ranges were identified in the solicitation materials, though the substantial quantity requirements suggest this is a significant procurement opportunity within the federal food assistance supply chain.
